Energy Web recently participated in the European Commission's consultation on electricity market design. Some key insights from Energy Web in this consultation focus on areas where we excel:

Our comments include the following:

  • Increasing the granularity of the EU's Guarantees of Origin (GO) system: Granular Guarantees of Origin can enhance legal certainty for investors and reduce greenwashing. Increasing granularity can improve Europe's GO system, as there is often no temporal and geographical correlation between generation and consumption events. It can also support a broader range of Power Purchase Agreement products, which may lead to further expansion of renewable energy.

  • Flexibility resource registration: This concept is becoming a key infrastructure requirement for network operators to manage Distributed Energy Resources (DER) and unlock demand flexibility. A flexibility resource registry, whether at the European or national level, is based on a unified set of rules and a decentralized, interoperable open-source architecture, providing shared registry access for transmission system operators and distribution system operators, enabling them to have greater visibility and access to services from resources owned by customers connected to their networks.

  • Distributed Energy Resources and energy communities: Leveraging demand-side flexibility from DER and energy communities provides grid operators with new tools to balance an increasingly decarbonized grid. Energy communities should not be limited to community trading, and DER should not be restricted to self-consumption; they should be allowed to actively participate in flexibility markets and engage in trading both within and across energy communities.
