Work Plan for Promoting the Innovative Development of Beijing's Internet 3.0 Industry (2023-2025)
As a new form of future internet industry development, Internet 3.0 is accelerating its development driven by information technologies such as virtual reality, artificial intelligence, and blockchain, which will bring transformative impacts on future technology and industrial development as well as social and economic forms. In order to seize the opportunities of a new round of technological innovation and industrial transformation, and to promote the innovative development of Beijing's Internet 3.0 industry, this work plan has been formulated.
I. Guiding Ideology
Guided by Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, fully implementing the spirit of the 20th National Congress of the Communist Party of China, accelerating the implementation of the innovation-driven development strategy, with high-level technological self-reliance and self-improvement as the main goal, and high-quality development as the theme, we will seize the opportunities of the Internet 3.0 industrial transformation, strengthen overall planning and strategic layout, solidify the foundation of hard technology, and provide support for Beijing to accelerate the construction of an international science and technology innovation center and a global benchmark city for the digital economy.
II. Work Principles
Innovation-led, breakthrough key technologies. Gather research and development forces from universities, research institutes, new R&D institutions, and enterprise R&D centers, focusing on the infrastructure layer and interactive terminal layer of Internet 3.0, to promote breakthroughs in key core technologies at the foundational level.
Enterprise-led, collaborative development. Guide leading enterprises to play a role in aggregation and driving, attracting small and medium-sized enterprises and industry-leading teams to jointly promote the construction of common technology support platforms, facilitate the iteration and maturation of technological R&D results, accelerate the commercialization of products and services, and drive the coordinated development of the innovation chain and industrial chain.
Scenario demonstration, promoting application. Fully utilize the city's resource advantages in smart cities, virtual reality, and other industries to create benchmark application scenarios such as "Internet 3.0 + City", "Internet 3.0 + Industry", "Internet 3.0 + Industry", and "Internet 3.0 + Consumption", forming a demonstration-driven effect.
Government platform, nurturing ecology. By establishing investment funds, building industrial innovation consortiums and industrial clusters, enhance industrial service capabilities and accelerate enterprise aggregation; hold cutting-edge competitions to discover and attract a batch of advantageous resources to settle in Beijing; leverage international exhibition platforms to strengthen the promotion of domestic technologies and achievements, enhancing the international influence of Beijing's Internet 3.0; conduct research on the risk supervision and governance system of Internet 3.0, strengthen the application of emerging regulatory technologies, improve the intelligent level of supervision and governance in the virtual world, and gradually build a collaborative innovation and healthy development industrial ecology.
III. Work Goals
Seize the opportunities of a new round of technological innovation and industrial transformation, driven by independent innovation, supported by platforms, and guided by application demonstrations, to promote the coordinated innovative development of domestic software and hardware technologies, and to make Beijing the first to build an internationally influential highland for Internet 3.0 technological innovation and industrial development. Strive to break through a number of key core technologies in the foundational layer of Internet 3.0 in the next three years, accelerate the process of domestic substitution; build a number of common technology support platforms, strengthen the collaborative innovation of domestic technologies; promote the construction of a number of "Internet 3.0 +" benchmark application scenarios, accelerate the iteration and maturation of domestic technologies; actively cultivate an innovative ecology, explore the establishment of a regulatory and governance system, and ensure the healthy development of the industry.
IV. Key Tasks
(I) Promote breakthroughs in key core technologies
Focus on the infrastructure layer and interactive terminal layer of Internet 3.0, accelerate breakthroughs in key core technologies in fields such as artificial intelligence, blockchain, high-performance computing chips, communication networks, XR terminals, and content production, to support the application of Internet 3.0 scenarios and industrial development.
1. Artificial Intelligence. Support the development of AIGC (Artificial Intelligence Generated Content) technology, based on AI large models, deep synthesis, etc., to achieve automatic generation of text, images, and videos, enriching the content ecology of Internet 3.0; support the development of 3D modeling technology based on artificial intelligence, achieving automation of the 3D model construction process and mass production, improving the accuracy of 3D models, and enhancing the content production efficiency of Internet 3.0; support the development of multimodal intelligent interaction technologies, researching core technologies such as intelligent voice recognition, dialogue management, emotion recognition, and motion capture, to enhance the intelligent experience of virtual and real interaction.
2. Blockchain. Support the research and development of technologies based on blockchain for digital identity, digital supervision, etc., to support the construction of a trustworthy virtual system for Internet 3.0; support the research and development of technologies for blockchain evidence preservation, privacy protection, cross-chain collaboration, and data identification, to achieve interconnectivity and mutual recognition in Internet 3.0, protecting data security and privacy; support the research of smart contract technologies oriented towards Internet 3.0, flexibly supporting programmable development for various application scenarios, enhancing the adaptability and flexibility of Internet 3.0 scenarios.
3. High-Performance Computing Chips. Support the independent research and development and iteration of full-function GPUs, CPUs, and mobile computing chips, enhancing the computational processing capabilities in graphics modeling, rendering, etc.; support the technological breakthroughs in storage-computing integrated chips, high-end analog chips, etc., to enhance the perception computing capabilities at the edge; proactively layout research on new soft and hardware collaborative rendering technologies, supporting the collaborative breakthroughs of domestic GPGPU, ASIC, and other chips with micro-rendering, neural rendering, and other rendering technologies.
4. Communication Networks. Support the research of next-generation network key technologies such as wireless network intelligent transmission, cloud virtualization, distributed MIMO, to enhance the network's flexible support capabilities for new scenarios and new businesses; support the exploration of the integration of network and computing, AI, etc., to build a flexible cloud-based wireless network experimental platform, enhancing the supporting capabilities of foundational communication technologies.
5. XR Terminals. Promote the development of next-generation micro-display technologies such as MEMS laser scanning projection and Micro LED, accelerate the technological breakthroughs and large-scale production of folded optical path lenses, diffractive waveguides, and other optical devices, strengthen the exploration of cutting-edge technologies such as volumetric holography and metasurfaces, and promote the development of near-eye displays towards high resolution, wide viewing angles, and lightweight; promote the upgrade of high-precision and robust inside-out tracking and positioning, environmental 3D reconstruction technologies, and accelerate the innovation of high-efficiency natural gesture recognition, eye-tracking, and other multimodal interaction technologies; promote the research and development of core link key technologies for XR operating systems, enhancing the immersive perception and interactive experience.
6. Content Production. Support the research and development of 3D rendering engines, breaking through high-performance parallel rendering, tiled delayed rendering, ray tracing, etc., to achieve large-scale high-quality low-latency rendering and multi-platform operation; promote the research of 3D spatial audio rendering technologies, developing immersive spatial audio production tools, real-time rendering tools, etc.; develop AI-based low-code development software to lower the threshold for content production in Internet 3.0; support the research and development of rapid scanning and reconstruction technologies for 3D spaces, launching low-cost, rapid scanning, and real reconstruction shooting equipment aimed at ordinary users.
(II) Promote the construction of common technology support platforms
Focus on the platform tool layer of Internet 3.0, around the common needs of Internet 3.0 development such as heterogeneous software and hardware computing, content production, digital asset circulation, and optical device processing, integrate the city's advantageous R&D forces, and build a number of common technology support platforms to accelerate the collaborative innovation of domestic key core technologies.
Heterogeneous Software and Hardware Computing Platform. Aimed at the needs of immersive scene operation and content production in Internet 3.0, promote the construction of a heterogeneous software and hardware computing platform, supporting graphics rendering and physical simulation, AI training and inference, big data analysis, etc., driving the iterative optimization of domestic heterogeneous software and hardware, providing collaborative support for the development of the Internet 3.0 industry.
3D Rendering Platform. Aimed at the needs of 3D digital content production and presentation, promote the construction of a 3D rendering engine service platform. Break through key core technologies such as edge-cloud collaborative rendering and real-time rendering, develop scenario-based 3D digital content production tools, achieve integration of modeling, domestic graphics engines, low-code development tools and software, support high-quality, large-scale 3D digital content rendering, promote the formation of common technology standards related to graphics and images, and drive the optimization and iteration of domestic 3D rendering and modeling tools and software.
Digital Asset Circulation Service Platform. Build a digital trust technology support platform based on the Chang'an Chain Collaboration Network, legally explore trusted identity, trusted evidence preservation, trusted data, trusted cross-chain, data identification, and privacy computing services; research and develop functions such as digital asset registration, custody, and evaluation; legally conduct research on data grading and classification, digital asset registration and issuance, and explore the construction of regulatory and governance models for the Internet 3.0 economic system.
Light Field Imaging Computing Platform. Aimed at the demand for efficient creation of virtual digital people/things, build a light field imaging computing platform. Construct a large-scale light field imaging system, build a large-scale light field database and face/body shape library, support integrated light field cameras, multi-aperture light field imaging, computational imaging algorithms, efficient generation of renderable models, and related AI rendering, data compression technologies' research and testing. Open the open-source database and public service platform to relevant institutions nationwide, support efficient virtual content generation and production, and drive the iterative maturity of technologies and products in the upstream and downstream industrial chains of optical imaging, rendering, and transmission.
Optical Device Processing Platform. Aimed at the precision processing of optical devices mainly through cutting, grinding, and polishing, and micro-nano processing mainly through photolithography, build an optical device processing platform. Establish an optical precision processing platform, strengthen the research of ultra-high precision grinding, optical coating, optical testing, and other process links, supporting the iterative optimization of processes such as freeform surfaces, array waveguides, and folded optical paths. Build a micro-nano optical processing platform, focusing on core processes such as electron beam exposure and ion beam etching for diffractive waveguide devices, breaking through bottleneck technologies in micro-nano processing such as high aspect ratio, high precision, and large area processing, and accelerating the transformation and landing of diffractive waveguide technology achievements.
(III) Promote the construction of "Internet 3.0 +" application scenarios
Relying on the city's resource advantages and characteristics, strengthen the linkage and resource integration between urban and district levels, and build a number of typical application scenarios around urban, industrial, industrial, and consumption fields, forming a number of benchmark projects to drive the application verification and optimization iteration of domestic technologies, leading the future direction of industrial development.
12. Internet 3.0 + City. Promote the application of technologies such as virtual reality, artificial intelligence, blockchain, and digital twins in urban service management scenarios, creating a number of demonstration application scenarios with immersive perception, virtual-real integration, and intelligent interaction. Continuously promote the implementation of the urban operating system creation project, accelerate the breakthrough of key technologies and system verification of spatial computing operating systems, and continuously improve and expand based on the pilot scenarios of one million square meters in Haidian District. Build a city-time-space coding system to achieve unified coding and management of digital assets for spatial entities in the real world.
13. Internet 3.0 + Industry. Promote the application of technologies such as AR/VR, digital twins, virtual simulation, and artificial intelligence in scenarios such as assisted design, virtual assembly, remote collaboration, and simulation training, forming a number of internationally competitive industry solutions. Promote the construction of demonstration application centers, innovation cooperation centers, common technology centers for industrial foundations, and standardization organizations, improving the industrial ecology of Internet 3.0 + industry. Strengthen the technological breakthroughs in industrial software, encourage enterprises with core application scenarios to accelerate the completion of technological accumulation and external opening, and promote the construction of a digital intelligent industrial application ecology.
14. Internet 3.0 + Industry. Leverage Beijing's resource advantages in culture, healthcare, exhibitions, etc., accelerate the demonstration application of technologies such as AR/VR, 3D scene reconstruction, and virtual simulation, and promote the formation of a number of benchmark application cases that are characteristic of Beijing, highly demonstrative, and economically beneficial. At the same time, increase the intensity of technological breakthroughs and enterprise cultivation, nurturing a number of industry-leading solution providers, continuously expanding the scale of industrial development.
15. Internet 3.0 + Consumption. Focus on industries such as social entertainment and sci-fi films, promote the creation of immersive digital spaces, exhibition experience halls, theme parks, and commercial innovation demonstration centers in key areas such as Shougang Park, Fahai Temple, Modenkou, Gongti, Guomao, and Sanlitun, building a number of benchmark scenarios with regional characteristics, enhancing consumer participation and experience, and cultivating new business formats for digital economy consumption services.
(IV) Promote the construction of the Internet 3.0 innovation ecology
Focusing on the construction of the Internet 3.0 innovation ecology, further strengthen industrial innovation services by forming industrial innovation consortiums, establishing Internet 3.0 investment funds, cultivating content ecology, promoting industrial clustering, and holding cutting-edge competitions, gradually nurturing Beijing's Internet 3.0 innovation ecology.
Industrial Innovation Consortium. Leverage the driving role of leading enterprises in the industry, attract multiple stakeholders such as "government, industry, academia, research, investment, and application" to participate, forming an Internet 3.0 industrial innovation consortium. Flexibly adopt forms such as "one industry, multiple alliances" and "one industry, multiple bodies" to carry out innovation services, promote the integration and flow of upstream and downstream resource elements, and accelerate the collaborative efforts of technology, industry, market, and policy, speeding up the construction of industry standard systems and independent ecologies.
Internet 3.0 Investment Fund. Promote the establishment of an Internet 3.0 investment sub-fund under the municipal science and technology innovation mother fund, driving social capital to participate in industrial cultivation; under the guidance of government funds, form a situation where "leading investment and financing institutions actively lead investment, and social capital actively follows investment", creating a favorable financing environment for the development of the Internet 3.0 industry in the city, supporting research on Internet 3.0 innovation projects and enterprise development; establish a service mechanism for Internet 3.0 enterprises to connect with capital markets, encouraging advantageous enterprises to go public for financing.
Internet 3.0 Content Ecology. Leverage the local role of key areas, plan the landing space for Internet 3.0 scenarios, attract upstream and downstream enterprises in the industrial chain to carry out digital content innovation around the scenarios, and explore the mutual recognition and interconnection of digital content in different application scenarios. Enhance the ability to protect intellectual property rights for digital content, exploring the organic integration of intellectual property rights in the virtual and real worlds. Strengthen the cultivation of units with intellectual property advantages in Internet 3.0.
Industrial Clusters. Relying on the resource advantages of Shijingshan District, Tongzhou District, and other scenario resources, create a number of typical application scenarios in fields such as science fiction, sports, culture, and tourism, driving the innovative development of domestic software and hardware, promoting industrial clustering; leverage the innovation resource advantages of Haidian District and Chaoyang District, strengthen key technology research, innovative product applications, enterprise incubation, etc., through industry-university-research cooperation, establishing incubators, and setting up joint funds, accelerating the cultivation of a number of advantageous innovative enterprises in the field of Internet 3.0.
Cutting-edge Competitions. Focus on cutting-edge technology and application innovation, hold internationally influential Internet 3.0 innovation and entrepreneurship competitions, and set up special sessions for core technologies of Internet 3.0 such as XR terminals in the Zhongguancun International Cutting-edge Technology Innovation Competition, discovering and attracting a number of potential enterprises, projects, and talent teams to settle in Beijing; promote the collaborative efforts of innovation resources from universities, research institutes, technology enterprises, investment institutions, etc., providing strong momentum for the development of Internet 3.0 technologies and industries.
(V) Strengthen the risk supervision of Internet 3.0
Strengthen the exploration of Internet 3.0 supervision. Focus on content supervision, data security, privacy protection, trusted identity, and asset confirmation in Internet 3.0, strengthen the exploration of regulatory mechanisms and models, and utilize new regulatory technologies such as blockchain, privacy computing, cybersecurity, and quantum encryption to achieve the regulatory and auditable nature of the virtual world of Internet 3.0, ensuring the security and privacy of Internet 3.0 data, and enhancing the intelligent level of supervision in the virtual world.
Strengthen research on governance systems and infrastructure construction. Leverage the policy advantages of the city's "two zones", explore the construction of Internet 3.0 demonstration zones, and legally conduct research and pilot projects on the Internet 3.0 governance system, including digital identity authentication management mechanisms, digital asset confirmation mechanisms, digital market supervision mechanisms, digital consumption evaluation mechanisms, and digital ethics norms mechanisms. Build an Internet 3.0 governance infrastructure platform, including a unified management platform for digital identity authentication, a digital asset confirmation platform, and a digital market supervision platform, gradually establishing relevant norms and standards for the Internet 3.0 governance system.
V. Organization and Implementation
First, strengthen organizational guarantees. Form a two-level Internet 3.0 industrial innovation working group at the municipal and district levels, enhance top-level design and overall coordination, regularly schedule and resolve issues in the promotion of Internet 3.0 innovation work, and ensure the smooth implementation of key tasks. Leverage the strategic consulting role of the municipal expert group, strengthen the collection, analysis, and judgment of domestic and international technological and industrial development dynamics, and efficiently support leadership decision-making.
Second, strengthen policy guarantees. Around the needs of Internet 3.0 industrial innovation development, strengthen the linkage between municipal and district levels, forming a collaborative effort to promote industrial innovation development. Municipal departments accelerate the introduction of development plans and support policies, fully utilize various funds, establish a sound guarantee system, and ensure the implementation of key tasks; relevant district governments should provide supporting measures in terms of funding, land use, rent, taxes, etc., to guide the clustered development of the Internet 3.0 industry.
Third, strengthen risk prevention and control. Actively conduct pre-research and judgment on potential risks in areas such as Internet 3.0 digital content, network security, personal privacy, and intellectual property, exploring the use of regulatory sandboxes and other methods to promote the establishment of effective regulatory measures and prevention mechanisms, comprehensively preparing for systemic risk response, and creating a healthy and orderly development environment for the Internet 3.0 industry.
Fourth, strengthen publicity and promotion. Utilize exhibition platforms such as the Zhongguancun Forum, Global Digital Economy Conference, Service Trade Fair, National Science and Technology Activity Week, and China Science Fiction Conference to organize and carry out publicity and exchanges related to Beijing's Internet 3.0 technology and industrial innovation, guide relevant technology and service platforms to open up to the outside world, promote the city to accelerate its integration into the global Internet 3.0 innovation chain and industrial chain, and continuously enhance its international influence.
