Vitalik: The security model of Ethereum Rollup should adopt a three-phase evolution strategy

The model is divided into three phases: Phase 0 (complete control by the security committee), Phase 1 (requires 75% approval from security committee members to intervene), and Phase 2 (the security committee can only intervene in the event of a provable vulnerability).

Vitalik explains through mathematical modeling that, considering each security committee member has a 10% "failure" probability, the Layer 2 network should start deployment directly from Phase 1, rather than remaining in Phase 0.
