In the final hours of intense negotiations before the bill's passage, pro-crypto lawmakers and industry policy leaders, led by Senator Cynthia Lummis (R-WY), worked to attach an amendment that included multiple crypto-related tax incentives covering crypto miners, stakers, businesses holding large amounts of cryptocurrency, and ordinary digital asset users. However, time ultimately ran out, and the amendment failed to make it to the Senate's consideration stage. A crypto policy leader described the outcome as a "missed opportunity," stating that they "just ran out of time."
