Hong Kong Monetary Authority: Currently, there are no offshore RMB stablecoins issued in Hong Kong

The "Stablecoin Regulation" will officially take effect on August 1, 2025. Anyone who issues fiat stablecoins in Hong Kong during business operations, or actively promotes their issuance to the public in Hong Kong, is required to obtain a stablecoin issuer license issued by the Monetary Authority.
Currently, the Hong Kong Monetary Authority has not issued any stablecoin issuer licenses. Therefore, any issuance or promotional activities related to stablecoins are illegal. If anyone promotes stablecoins, please remain vigilant. The Monetary Authority will monitor the market for transactions involving stablecoins, and if any behavior is found to violate the "Stablecoin Regulation," further follow-up actions will be considered based on relevant facts and evidence.
