Polygon: Adjust the PIP-65 priority fee allocation formula, allocating 50% to stakers

The Polygon community has released the PIP-85 proposal, which will adjust the priority fee of PIP-65. The specific changes are as follows:

First, 50% will be extracted from the validator pool and distributed to stakers through a periodic Merkle token receiver deployed on Ethereum.

Second, the distribution method of the remaining validator pool will be adjusted, where 75% will be distributed equally based on performance, and 25% will be distributed according to the existing staking weight formula.
