The CLARITY bill was not included in the Senate agenda on Monday, with only 72 hours left in the window for advancement before recess

The agenda released by the U.S. Senate on Monday shows that the CLARITY Act is not included in the discussion schedule for Monday. Currently, the Senate only plans to conduct a procedural vote on H.R.6500, the continuing resolution.

According to Senate rules, a typical motion to terminate debate requires the signatures of at least 16 senators. If the Senate submits a motion to terminate debate on August 5 (Wednesday), the earliest possible vote could take place on August 7 (Friday). However, this vote only concerns whether to end the debate on the "motion to advance the bill," not the final passage of the CLARITY Act.

If the motion to terminate debate passes, the Senate will still need to: discuss the motion to advance for up to 30 hours; formally consider the bill; and may face another motion to terminate debate. Therefore, the normal process may not be completed before the recess.
