OpenAI released the computing power park community charter and policy blueprint

2026-11-06 00:16:13

OpenAI released the "National Community Compact" and the "Compute Campus Policy Blueprint," referring to AI data centers as "Compute Campus," and made commitments regarding community communication, energy costs, and information transparency.

The compact applies to the campuses that OpenAI will own and operate in the future. It clearly states that public officials will not be required to sign non-disclosure agreements (NDAs) as a condition for discussion or negotiation, retaining only limited protection for security information, trade secrets, or proprietary sensitive information; it will bear the full costs of electricity and supporting infrastructure, protecting other users' electricity rates; publicly disclose construction plans, as well as impacts such as noise, water usage, electricity usage, and sustainability.

The policy blueprint calls for federal, state, and local governments to legislate to limit mandatory NDAs for public officials, require disclosure of environmental impacts and employment data, and protect residents from subsidizing the electricity costs of data centers.
