Cloudflare is about to create a wallet for AI agents, transforming them from "tools" into "consumer managers"?

The infrastructure giant Cloudflare, which covers 20% of global internet traffic, has started to create wallets for AI Agents.
On August 4, Cloudflare announced the launch of Cloudflare Wallets, initially opening up the cloudflare.pay wallet identity registration, which has already sparked a rush of user sign-ups.
What problems does Cloudflare Wallets aim to solve? What reference does it provide for the business model in the era of AI Agents?
A Wallet for Agents that "Can Spend, But Cannot Spend Recklessly"
First, imagine a simple scenario: if you ask an AI Agent to find the best API for you, it might need to register an account, bind a payment method, obtain an API Key, and then complete the call itself.
The problem is that this internet business system was originally designed for humans; Agents neither have a stable identity nor native payment capabilities, so ultimately, tasks like registration and payment still have to be handed back to humans. What Cloudflare Wallets aims to solve is to enable Agents to complete this step by themselves.
Thus, Cloudflare is not creating a traditional wallet for daily cryptocurrency purchases and transactions, but rather a programmable payment tool aimed at Agents.
It allows account holders to authorize funds to Agents, enabling Agents to purchase APIs, MCP tools, data, content, and other services on their own, while also allowing pre-set spending rules, such as limits, whitelisted payees, and single transaction caps. In other words, it gives Agents a sum of money that they "can spend, but cannot spend recklessly."
Specifically, Cloudflare currently plans two types of wallets.
The first is the Account Wallet, controlled by individuals or enterprises, responsible for recharging, managing funds, and setting rules; the second is the Virtual Wallet, specifically for Agents, accessed through API Keys. For example, a company can allocate a budget of $100 per week to an AI Agent, allowing the Agent to search, compare, and purchase various services within that limit, with any excess requiring human approval. This way, the Agent does not need to seek confirmation for every expenditure, while humans do not have to relinquish full account funding authority.
In terms of payment methods, Cloudflare Wallets will integrate with the previously promoted x402 protocol. In the future, Agents can pay for services through stablecoin micropayments.
Additionally, Cloudflare has also launched the cloudflare.pay wallet identity, essentially giving Agents a "digital business card." When an Agent visits a website or calls an API, merchants will finally know who it represents, rather than facing a completely anonymous robot.
This identity disclosure is optional. Agents can choose to reveal their identity or remain anonymous; merchants can also decide whether to prioritize transactions with known Agents. This mutual choice protects privacy while leaving room for trust-based business scenarios.
Only when an Agent can both pay and be identified will merchants dare to extend credit, discounts, and long-term services. The combination of cloudflare.pay and wallets truly equips Agents with the foundation to become sustainable participants in the internet economy.
However, the currently available features are still quite limited, with only handle registration open, allowing users to reserve a cloudflare.pay identity. Actual payment, receipt, virtual wallet creation, and spending limit setting functions have not yet been launched, but the official statement indicates they will be available soon. Regarding funding channels, the official plan is to first provide fiat currency deposits and withdrawals for supported regions, while offering stablecoin self-recharge as an alternative for eligible users.
The AI Agent Business is Building Its Own Infrastructure
In addition to wallets and identities, Cloudflare has actually developed a series of infrastructures around the business activities of Agents.
For instance, before addressing how Agents can control their spending, Cloudflare has tackled another important issue: how to resolve payment when merchants sell services to Agents?
Last month, Cloudflare also launched a Monetization Gateway, which primarily attaches micropayments directly to HTTP requests via the x402 protocol, allowing merchants to sell APIs, content, data, and other resources directly to AI Agents without needing to build traditional payment infrastructure, in a headless manner.
This way, merchants no longer need to require Agents to register accounts, bind credit cards, or manually confirm payments; instead, they can directly turn their digital services into products that Agents can discover, purchase, and call upon.
Along with Wallets, cloudflare.pay identities, and the earlier x402, Cloudflare has effectively pieced together a prototype of an Agent business infrastructure, enabling Agents to have identities and payment capabilities while allowing merchants to price, collect payments, and deliver services.
This also provides an interesting reference for the future AI Agent economic era, where the business activities of Agents no longer rely on humans to complete registrations, payments, and other processes, but rather allow machines to complete a full digital transaction on their own.
The Arrival of the AI Agent Economy: Is This the True Best Era for Crypto?
In fact, it's not just Cloudflare. Even before and around the emergence of the x402 protocol, giants like Google, Mastercard, Visa, and Stripe have begun to contemplate the commercial payment issues of the Agent era. They are building new business infrastructures around Agent identities, wallets, stablecoins, and micropayment protocols, with products gradually moving from the research phase to the product or protocol phase.
For example, Mastercard launched Agent Pay for Machines this year, explicitly supporting stablecoins and targeting high-frequency, low-value micropayments between machines; Visa is also advancing Agentic Commerce, Agent Registry, and stablecoin settlements; Stripe has introduced a dedicated Machine Payments Protocol.
In the past, Crypto has been trying to replace the internet's infrastructure, making many attempts around various economic consumption activities of humans, but with limited success; however, in the Agent era, the future AI economic entities and businesses seem to be inextricably linked to these Crypto infrastructures. With the arrival of the Agent economic era, Crypto may finally usher in its best era.
