The U.S. House of Representatives Financial Services Committee advanced the Bitcoin Strategic Reserve Act with a vote of 28 to 21

2026-09-17 18:36:57

On Wednesday, the U.S. House Financial Services Committee advanced the American Reserve Modernization Act (H.R. 8957) with a vote of 28 in favor and 21 against. All 28 votes in favor came from Republicans, while all 21 votes against came from Democrats. The bill requires the Treasury Department to establish a Bitcoin strategic reserve and digital asset reserve within 180 days and mandates federal agencies to report their held assets within 60 days.

The Bitcoin included in the reserve cannot be sold, exchanged, auctioned, or mortgaged for 20 years. The revised text removes provisions for purchasing more Bitcoin using Federal Reserve funds, gold certificates revaluation, and tariff revenue, adjusting the frequency of reserve proof reporting from quarterly to annually. The bill does not authorize the purchase of Bitcoin but only requires the Treasury and Commerce Departments to study acquisition plans with no cost to taxpayers.
