The Central Cyberspace Administration and six other departments issued a plan for digital and green collaborative transformation

The Central Cyberspace Affairs Commission, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the Ministry of Agriculture and Rural Affairs, and the Ministry of Commerce jointly issued the "Implementation Plan for Promoting Coordinated Transformation and Development of Digitalization and Greening (2026-2030)", proposing to advance the coordinated transformation of digitalization and greening during the "14th Five-Year Plan" period.The plan emphasizes empowering green and low-carbon transformation with digital intelligence technology, achieving low-cost and high-efficiency applications of artificial intelligence by 2030, significantly improving the energy efficiency of computing facilities and 5G base stations, promoting renewable energy electricity consumption in key areas such as computing facilities to reach the responsibility weight level of the respective provinces, and deepening the digital and green applications in agriculture, manufacturing, trade, consumption, and urban operation, strengthening intelligent governance of the ecological environment and digital carbon management, and solidifying the foundation for coordinated dual transformation and international cooperation.

On September 3 local time, Tesla held a Cybercab launch event in Austin, Texas, USA. This vehicle is a mass-produced model designed for autonomous driving scenarios, eliminating the steering wheel, pedals, and traditional rearview mirrors, and adopting a two-seat layout, with driving entirely controlled by Tesla's autonomous driving software. The Cybercab was unveiled as a concept car at the "We, Robot" event in October 2024, with the first mass-produced vehicle rolling off the line at the Texas Gigafactory in February this year, and mass production starting in April, taking about 18 months from concept to mass production.The vehicle relies on 8 high-definition cameras to perceive the environment and makes driving decisions through an end-to-end neural network, without relying on lidar and high-precision maps. According to Tesla's data, as of September 2026, the global fleet's cumulative assisted driving mileage has exceeded 22.5 billion kilometers. In terms of energy efficiency, it is expected to travel 9.8 kilometers per kilowatt-hour, with an energy consumption of about 10.2 kilowatt-hours per 100 kilometers. The curb weight is 1412 kilograms, equipped with a 47.6 kilowatt-hour battery pack and a 163-kilowatt motor, with a laboratory range of 673 kilometers. After scaling up ride-hailing operations, the cost per mile can be reduced to $0.2, equivalent to about 0.84 yuan per kilometer.The Cybercab will be showcased in multiple cities such as Beijing and Shanghai starting in mid-September. This exhibition does not involve the sale of the vehicle in China, nor does it represent that Tesla will conduct autonomous ride-hailing commercial operations domestically.

OpenAI stated that its upcoming Astra model can autonomously discover previously unknown software vulnerabilities and convert them into usable attack vectors without human intervention, making it the company's first model to reach the "Critical" cybersecurity capability level threshold. In a blog post released on Tuesday, OpenAI mentioned that according to its Preparedness Framework, reaching this level means the model can discover zero-day vulnerabilities and develop usable exploit code in hardened real systems without human involvement, or design and execute attacks based solely on a high-level objective.In testing, Astra achieved a 100% score in benchmark tests for developing exploit code based on known vulnerabilities and discovered two previously unknown vulnerabilities in another internal test. Additionally, the model successfully broke through a hardened browser sandbox and executed commands on the host machine, while gaining root access by exploiting multiple weaknesses in the operating system. OpenAI stated that it has delayed some of Astra's development progress to enhance security measures and plans to make its advanced cybersecurity capabilities available only to selected testers.This capability is particularly relevant to the cryptocurrency industry, as software vulnerabilities can be converted into financial losses within minutes. CoinDesk reported in June that increasingly powerful AI models can compress the process of searching code, discovering misconfigurations, and assembling attacks from days or weeks to machine speed. Security researchers noted at the time that the significant change was not the emergence of new categories of attacks, but rather the dramatically increased speed at which existing vulnerabilities are discovered and exploited.

OpenAI launches the GPT-5.6-Cyber model, enhancing vulnerability discovery and security research capabilities

OpenAI announced the expansion of its cybersecurity defense program Daybreak and launched the GPT-5.6-Cyber model specifically for the cybersecurity field, aimed at helping authorized security researchers and defense teams enhance their vulnerability discovery, threat analysis, and security testing capabilities. As attackers increasingly leverage AI to launch faster and larger-scale cyberattacks, defenders need to gain advanced AI capabilities in advance.This Daybreak offers two types of access: Daybreak Blue is aimed at most defense teams, providing general models such as GPT-5.6 Sol for vulnerability discovery, secure code review, malware analysis, incident response, and patch validation; Daybreak Red is aimed at advanced security research, providing GPT-5.6-Cyber for authorized vulnerability research, vulnerability validation, and security testing. Additionally, OpenAI stated that GPT-5.6-Cyber has also helped discover high-risk vulnerabilities in various domains, including privilege escalation vulnerabilities in mobile operating systems, remote code execution vulnerabilities in databases, and hundreds of privilege escalation vulnerabilities in operating system kernels.OpenAI also emphasized that Daybreak Red will only be accessible to approved individuals and organizations, controlling access through measures such as authentication, account security, monitoring, usage restrictions, and legal disclaimers.
