ChainCatcher news, decentralized infrastructure Offline Protocol has completed a $1.1 million Pre-Seed funding round, led by Portal Ventures, with participation from Seed Club Ventures and angel investors Paul Taylor, Rushi Manche, Rahim Noorani, and others.
