Galaxy Research: The frequent occurrence of "garbled inscriptions" on the Bitcoin network is not encrypted information, but may be a script test

Galaxy Research published an analysis stating that over the past three weeks, the Bitcoin network has seen approximately 40 inscriptions composed of random letters each day, which appear to be encrypted text but are not actually cryptographic information. The related address had previously written the U.S. Constitution into the Bitcoin network in May.The research found that after analyzing 562 texts, the frequency of the 26 English letters is almost evenly distributed, which is significantly different from the characteristics of normal English and substitution ciphers; metrics such as word length distribution and frequency of repeated words also indicate that these texts are likely generated by a random letter generator.Galaxy Research refers to the operator as the "Babel Scribe," believing it is more like testing a data publishing tool on the Bitcoin mainnet rather than attempting to convey hidden information. The structure of on-chain transactions, the continuous use of change addresses, and the regularity of publication times all exhibit characteristics of automated scripts. Related activities also include testing texts, random words in different languages, binary data, and the subsequent writing of the U.S. Declaration of Independence. It is estimated that the project has transferred approximately 3.33 million satoshis in total, of which about 24% was used to pay miner fees, while the remaining funds are still held in the related address. Researchers suggest that there is no need to interpret these garbled texts as hidden information.

U.S. Senator investigates Tether's payment of $6.3 million to a company held by a former White House cryptocurrency advisor

U.S. Senator Richard Blumenthal has launched an investigation into the payment of approximately $6.3 million by the stablecoin issuer Tether to the consulting firm Nxum. Nxum was co-founded by former White House cryptocurrency advisor Bo Hines, who holds one-third of the company's shares. On October 22, Blumenthal sent a letter to Tether CEO Paolo Ardoino, requesting the contracts between the two parties, cryptocurrency payment records, wallet addresses, and communication content.Tether is accused of paying Nxum $415,000 per month since May 2025 for strategic communications, lobbying, and public relations services. Blumenthal pointed out that Bo Hines, while serving as the executive director of the White House Digital Assets Advisory Committee, still held shares in Nxum and coordinated affairs with the company through encrypted communication applications. He also questioned whether Tether transferred cryptocurrency through the marketing company Notorious and then allocated funds to Nxum shareholders. Tether began directly contracting with Nxum after August 2025 and hired Bo Hines to oversee the newly established U.S. operations. Blumenthal has requested that Tether, Nxum, and related parties respond by November 6, noting that the relevant allegations have not yet formed a legal determination, and Tether has not publicly responded.

According to a report by Reuters, as of Friday, 22 companies have submitted objections against listing their U.S. stocks in tokenized form on the tokenized stock platform OKXICE, jointly launched by OKX and the Intercontinental Exchange, the parent company of the New York Stock Exchange. The latest batch of companies opposing includes Wells Fargo, Arm Holdings, and Intuit, following Microsoft and Alphabet, the parent company of Google, who joined the opposition the previous week. Among the 22 companies mentioned, 16 are listed on Nasdaq, while only 6 are listed on the New York Stock Exchange.Nasdaq issued guidance in September regarding the U.S. Securities and Exchange Commission's innovation exemption mechanism, reminding issuers that "they must be cautious about their own participation," and stated that the consequences for liquidity, price discovery, and long-term shareholder value may not become apparent until the experiment has progressed for some time. Andrew Cuomo, co-chairman of OKXICE and former governor of New York, indicated that more objections are expected for the joint venture platform, as companies wish to avoid being among the first to test this stock model.Earlier this month, the joint venture platform submitted documents to the U.S. Securities and Exchange Commission, planning to provide tokenized stock listings for 62 companies. Cointelegraph sought comments on Intuit's decision to withdraw from the plan but did not receive an immediate response; spokespeople for Wells Fargo and Arm Holdings declined to comment.

first_img The Internal Revenue Service (IRS) of the United States plans to reform the voluntary disclosure program, reduce tax penalties, and expedite processing

According to a report by Forbes on Friday, the Internal Revenue Service (IRS) is preparing to reform its voluntary disclosure program, planning to reduce penalties and expedite the processing of tax violation cases, including those involving cryptocurrency.Jarod Koopman, head of the IRS Criminal Investigation Division, stated that the agency aims to launch the revised program before December and to close cases within 120 days after taxpayers complete the required submission process. He noted that the new plan will not establish a separate disclosure channel for digital assets but will apply the same voluntary disclosure procedures to other forms of tax noncompliance. Koopman also mentioned that the penalties under the revised program will be significantly lower than current levels, although he did not provide specific amounts. The IRS is considering allowing taxpayers to settle debts through installment payments or settlement offers.According to Forbes, the current program often takes a year or longer to complete and primarily targets taxpayers who intentionally fail to comply with tax laws and may face criminal prosecution, rather than those who make reporting errors due to negligence. Meanwhile, legislative efforts are advancing another voluntary disclosure program aimed at cryptocurrency taxpayers. Section 502 of the Digital Asset Taxation Certainty Act will establish a correction process with clear penalty standards for past violations, and the bill was passed by the House Ways and Means Committee in September.
