The Ministry of Industry and Information Technology of China has launched a special action to cultivate artificial intelligence application service providers, encouraging various regions to increase the procurement of large models, intelligent agents, and Token services through first purchase and first use, risk compensation, and other methods, while using tools such as "computing power vouchers" to reduce computing power costs.The Ministry of Industry and Information Technology will also establish a national resource pool for AI application service providers, aiming to exceed 2,000 by the end of 2026 and no less than 3,000 by the end of 2027. These service providers mainly help enterprises implement AI projects, with services ranging from early consulting, program design, to system development, integration delivery, and then to subsequent operation and maintenance and security governance.This policy also specifically names FDE. The Ministry encourages service providers to form FDE teams to directly address project implementation issues on-site with users. Various regions are also required to open real business scenarios, organize supply and demand matching, and turn high-frequency, essential business needs into standardized AI products that can be delivered repeatedly.

Shanghai issued the "14th Five-Year Plan for Accelerating the Advancement of New Industrialization and Building a Modern Industrial System." The plan proposes to comprehensively enhance intelligent computing capabilities, tackle high-performance, low-power, and high-efficiency intelligent computing chips, improve cluster networking and cloud service capabilities, and explore innovative architectures such as heterogeneous computing, optical computing, and quantum artificial intelligence; optimize intelligent computing infrastructure and build an urban computing power network.The plan clearly states the continuous effort on large models, focusing on the research and development of the next generation of large models, overcoming key technologies such as architecture design and training optimization, promoting the coordinated development of chips, large models, and intelligent computing clouds, and building an independent ecosystem. It further promotes the "Model Power Gathering in Shanghai" initiative, accelerates the maturation of embodied intelligence technology, strengthens the autonomous full industrial chain layout of intelligent robots, enhances performance in key areas, and promotes real-world applications in key fields such as industrial manufacturing, logistics assembly, commercial retail, medical care, and housekeeping services. Among them, Jing'an District focuses on developing leading industry characteristic tracks such as ultra-high-definition audio-visual, data intelligence (data corpus and AI applications, blockchain), and beauty and health.

Large U.S. banking organizations propose to include customer identification requirements for the secondary market of stablecoins

The Bank Policy Institute (BPI) is an organization representing large banks such as JPMorgan, Bank of America, Wells Fargo, and Citi. BPI proposed that the Financial Crimes Enforcement Network (FinCEN) of the U.S. Department of the Treasury should expand customer identification program requirements to the secondary market for stablecoins, covering exchanges and other platforms that establish direct account relationships with retail investors.BPI stated that the relevant exchanges and platforms engage in a significant amount of buying and selling activities within the payment stablecoin ecosystem, where most illegal activities related to stablecoins occur. If the proposal is incorporated into the rules, the relevant platforms will be required to collect customer information in accordance with the Bank Secrecy Act, and decentralized exchanges may also fall under regulatory oversight. The proposed rules by FinCEN indicate that transactions in the secondary market for stablecoins on the blockchain typically use anonymous or pseudonymous identities, and there are no centralized nodes for collecting identity information, limiting the ability of issuers to gather customer data from the secondary market. BPI has also opposed the current version of the Digital Asset Market Structure Bill along with other banking organizations.

Improve supervision and law enforcement measures that adapt to the new characteristics of internet development governance, and severely crack down on illegal and irregular activities online.

According to ZDNet Korea, Samsung Electronics is accelerating the expansion of its advanced wafer foundry capacity in the United States. The company plans to start the second phase of construction at the Taylor wafer plant in Texas by the end of this year, aiming for mass production by 2030, and has requested major equipment partners to obtain SEMI certification in advance for subsequent equipment import and export. SEMI certification is a standard for assessing the safety of semiconductor equipment and is usually a necessary procedure before equipment leaves the country.The Taylor wafer plant is responsible for Samsung's most advanced foundry mass production tasks. The first phase is currently undergoing equipment entry and installation, with a target to start production by the end of this year, focusing on a 2-nanometer mass production process, with Tesla seen as a core customer. Samsung stated in last month's second-quarter earnings call that to respond promptly to the growing customer demand, the second phase of Taylor will commence by the end of this year. Industry insiders say that although the specific specifications for the second phase have not yet been finalized, Samsung's foundry business has already pushed forward relevant preparations in advance.Previously, Samsung had postponed the investment in the first phase of Taylor multiple times due to insufficient customers and a sluggish market, until Tesla signed a foundry agreement worth approximately 22.76 trillion won in the third quarter of last year, which accelerated construction.
