The National Development and Reform Commission officially released the "Action Plan for the Cooperative Development of Artificial Intelligence," aimed at building an open, shared, secure, orderly, and collaboratively governed global artificial intelligence ecosystem. The plan clearly outlines eight core actions, comprehensively promoting deep international cooperation in the AI field from multiple dimensions, including data, computing power, algorithms, talent, and governance. At the foundational level of data and computing power, the action plan emphasizes the need to promote cross-border data flow and build a trustworthy cross-border data space, collaboratively constructing a high-quality corpus; at the same time, it promotes the interconnection of intelligent computing facilities, providing inclusive intelligent computing services to developing countries, and creating low-carbon intelligent computing infrastructure driven by green energy.In terms of industrial empowerment and ecological sharing, the plan encourages the co-construction of an international open-source community for artificial intelligence, promoting the sharing of general large models, basic algorithms, and tool components, and supporting countries in conducting localized innovation based on open-source models. By deepening "Artificial Intelligence +" cooperation, it aims to build a cross-national industrial cooperation platform, promoting the deep application and empowerment of AI technology in fields such as science, manufacturing, healthcare, education, agriculture, and governance. In addition, the plan also proposes the establishment of a joint training mechanism for top digital talent, collaboratively formulating occupational standards and skill certification systems, comprehensively enhancing public literacy, and jointly addressing the structural impacts of AI on employment.Regarding industry rules and technical security, the action plan advocates for the co-construction of rules and standards and collaborative governance for security. All parties will strengthen information sharing on cybersecurity threats and emergency response cooperation, researching ways to enhance the explainability, transparency, and safety of artificial intelligence. Finally, the plan emphasizes adherence to the technological ethics principle of "AI for Good," collaboratively constructing an ethical guideline system dedicated to eliminating algorithmic biases in the forms of racism, discrimination, and others. By promoting international governance cooperation in AI research, it aims to contribute public scientific products to the Global South, effectively serving the United Nations' 2030 Sustainable Development Goals.

The Central Cyberspace Affairs Commission recently announced the progress of the first phase of the "Clear and Bright: Rectifying AI Application Chaos" special action. Since its launch in April 2026, this action has focused on issues such as large models not being registered as required, insufficient review and filtering capabilities, AI data poisoning, and inadequate implementation of content labeling. As of now, the first phase has dealt with over 14,000 AI products, including non-compliant websites, applications, and intelligent agents, cleaned up more than 6 million illegal and non-compliant pieces of information, handled over 26,000 non-compliant accounts, and removed over 1,300 non-compliant AI products and 9 non-compliant open-source datasets.During the special action, many local cyberspace departments have taken targeted measures such as establishing coordinated regulatory mechanisms and setting up reporting areas. Key platform companies such as Huawei, Alibaba, Zhiyu, and DeepSeek have also successively improved their registration review, content interception, and data anomaly detection mechanisms. The Central Cyberspace Affairs Commission stated that the next phase of governance will focus on cracking down on prominent issues such as the use of AI technology to create and disseminate false information, spread vulgar content, impersonate others, infringe on the rights of minors, and engage in internet water army activities, further increasing enforcement efforts and urging platforms to enhance their prevention and governance capabilities.

The South Korean government has announced significant project plans in the areas of chips, physical artificial intelligence, and artificial intelligence data centers. South Korean President Lee Jae-myung stated that it is necessary to ensure the development of artificial intelligence elements faster than other countries, and chip production construction must be completed as soon as possible.The current factory site selection is nearing its limits in terms of water resources and other infrastructure. The southwestern region will invest between 50 trillion to 200 trillion won in the new projects, while Gwangju and Jeolla may invest 52 trillion won in the projects. The South Korean government expects to double DRAM production capacity within five years, and the global memory market is expected to quadruple in five years. The South Korean side also stated that it seeks to distribute the growth dividends to the public.

The aim is to address structural bottlenecks on both the supply and demand sides, promoting the accelerated integration of artificial intelligence technology into households and businesses.The "Opinions" clearly state that in the commodity sector, the supply of smart terminals will be expanded, a new track for humanoid robot consumption will be established, and a "people, vehicles, homes" full-scene interactive ecosystem will be created. It also promotes the deep integration of AI with cutting-edge technologies such as brain-machine interfaces and augmented reality. In the service sector, the focus will be on five major scenarios: home care, elderly care, and cultural tourism, researching the inclusion of smart homes in the "good housing" construction guidelines, and equipping elderly care institutions with smart nursing and rehabilitation robots. Furthermore, the "Opinions" also plan to embed AI technology in retail, e-commerce, and logistics to enhance circulation efficiency, and propose the establishment of "Artificial Intelligence + Consumption" aggregation areas and experience centers, requiring close alignment with existing consumption promotion policies such as "trade-in for new" for digital products, thereby shifting the logic of consumption growth in our country from reliance on external stimuli to gradual empowerment through technology.
