Vassilis Tziokas from Matter Labs pointed out in a CoinDesk article that the U.S. Senate has postponed the Clarity Act until September. This market structure bill failed to complete the final vote before the August recess, meaning that regulatory rules for the digital asset market will take weeks to be implemented. Meanwhile, banks are not waiting for regulation; JPMorgan has processed over $30 trillion in transactions through the Kinexys platform and launched the deposit token JPMD, while Citigroup operates cross-border Treasury token services. A clearinghouse, in collaboration with 17 major financial institutions, plans to achieve on-chain tokenized deposit clearing by 2027.The article argues that the interoperability of interbank tokenized deposits does not come from messaging standards or token bridges, but is realized through clearing mechanisms: the sending bank redeems tokens, the receiving bank issues its own tokens, inter-institutional obligations are recorded and netted, and ultimately settled in central bank currency. The engineering challenge lies in simultaneously satisfying privacy, neutrality, and verifiability; each institution must operate its own ledger, prove transfers through cryptography without exposing underlying data, and anchor to a neutral settlement facility owned by no participants.The author notes that the Clarity Act will not directly regulate tokenized deposits, but it can clarify the boundaries of the digital asset market and improve the stablecoin framework established by the GENIUS Act. The Global Financial Markets Association's report in April 2026 lists unresolved gaps such as unified processing of cross-border tokenized deposits and guidelines for off-network transfers, which are regulatory unlocking points for interbank tokenized fund interoperability. In the face of regulatory uncertainty, banks rationally choose to isolate, and each month of delay rewards closed gardens.

Japanese NAND manufacturer Kioxia is accelerating its layout in the AI NAND market. This year, it has launched mass production of the 10th generation (BiCS 10) 332-layer 3D NAND and based on this, introduced the PCIe 6.0 supported data center eSSD "CM10," which has improved sequential read performance by up to 92% compared to the previous generation. In addition, Kioxia plans to start mass production of UFS 5.0 embedded storage by the end of this year, with data transfer speeds approximately doubling compared to UFS 4.1, primarily targeting the AI mobile device market. first_img Pennsylvania plans to ban betting companies from providing liquidity for prediction markets, or affecting the layouts of DraftKings and Flutter

On July 22, Pennsylvania State Representative Tarik Khan introduced HB 2711, co-sponsored by 24 bipartisan legislators (20 Democrats and 4 Republicans), which has been submitted to the House Consumer Protection, Technology, and Utilities Committee. The bill aims to prohibit the provision of prediction market services to Pennsylvania residents while engaging in gambling activities in the regular business of liquidity providers or market makers, extending the restrictions to parent companies, subsidiaries, affiliates, and joint ventures, and prohibits prediction platforms from sharing revenue with gambling companies.This move could impact sports betting groups like DraftKings (which has acquired CFTC-registered Railbird Technologies and launched its own DKeX exchange) and Flutter, which are entering the prediction market-making field. The bill also sets a minimum age limit of 21, prohibits contracts involving high school sports, events with minor participation, and death markets, and requires platforms to establish anti-fraud and insider information abuse protection mechanisms.The bill does not establish a licensing system, and enforcement authority is granted to the state Attorney General. Previously, the Third Circuit Court of Appeals ruled 2:1 in April that the federal Commodity Exchange Act takes precedence over state gambling laws, but Pennsylvania has joined a coalition of 40 states advocating for sports contracts to be subject to state-level regulation.
