Chairman of the Financial Services Commission of Korea: Taxation on virtual assets must fully consider multiple factors, the digital asset bill has entered the final negotiation stage

According to a report by the Korean News Agency, Lee Won-ik, Chairman of the Financial Services Commission, stated during a comprehensive inspection at the National Assembly's Political Affairs Committee regarding the taxation of virtual assets to be implemented next year, "Various circumstances need to be fully considered." On the same day, People Power Party member Song Yeon-sik questioned whether to abolish or postpone the taxation, stating that the nature of digital assets and policy direction have not yet been determined, and that the "Basic Law on Digital Assets" should be prioritized. Lee Won-ik responded that the relevant legislation on digital assets is in the final negotiation stage and discussions will be promoted as soon as possible; regarding taxation, opinions from various parties are diverse, and collection of opinions is still ongoing. The taxation of virtual assets in South Korea was introduced in 2020 through amendments to the Income Tax Act, having been postponed three times previously. The government is currently advancing administrative procedures according to the timeline for implementation in January next year, but some in the industry and even within the ruling party believe that due to unclear standards and insufficient infrastructure, the timing for implementation is not yet mature.

Anthropic IPO document: Revenue of 16.3 billion USD in the first half of the year, future computing power commitments may reach 75 billion USD

According to IPO documents obtained by The Wall Street Journal, the artificial intelligence company Anthropic generated $16.3 billion in revenue in the first half of the year, compared to $1.1 billion in the same period last year; the net loss for the first half of the year was $80.7 billion, compared to $13 billion in the same period last year. Approximately $72 billion of the loss came from accounting expenses related to changes in the fair value of financing instruments such as convertible notes. The documents show that spending on computing power and infrastructure in the first half of the year was nearly $9 billion, with total related spending for 2025 projected at $7.3 billion. Over the next 7 to 10 years, cloud computing agreement spending is expected to be around $450 billion, with an additional commitment to pay over $160 billion for leasing Google chips. Future infrastructure spending commitments have exceeded $600 billion, and if agreements still under negotiation are included, this could increase by up to $150 billion. In the first half of the year, about 20% of revenue came from two customers, and the company expects future revenue to still rely significantly on a small number of clients. The documents also state that artificial intelligence models may pose real-world dangers, and the losses from catastrophic incidents may even be uninsurable, while the construction of data centers faces increasingly organized political resistance.

first_img Open-source AI programming tool OpenCode was hacked, affecting approximately 1.4% of users

According to NetEase's report on "DeepTech," the open-source AI programming tool OpenCode has officially confirmed it was breached, affecting approximately 1.4% of OpenCode Console users, with some API keys for models stored on the platform potentially leaked. Multiple developers reported unusual charges on accounts used to call models from OpenAI, Anthropic, and others, with some claiming losses of hundreds of dollars and others stating amounts exceeding $1,700. The officials stated that the incident is related to a large-scale distillation attack and are currently working with OpenAI, Anthropic, and Google to address the issue.OpenCode was developed by members of the Anomaly team, with one of the main creators being Dax Raad. The team has previously worked on projects like SST and OpenNext. In addition to local programs, its cloud service Console can centralize API keys from providers like OpenAI, Anthropic, and Google in a workspace and call them on behalf of users; the incident occurred on this cloud service. A notification email stated that the attacker gained unauthorized access to a set of decommissioned old systems, and some third-party model API keys in the Console workspaces may have been exposed. Developer Colin Parsons reported unusual charges of about $281 on his OpenAI account and about $168 on his Anthropic account, while Preston Zeller reported losses of around $1,700. Other users reported unusual charges of about $400 on Anthropic and account restrictions triggered by unusual usage on Google services.OpenCode has notified affected users to revoke and replace their keys and check recent call records. Lydia Hallie, a member of the Anthropic Claude Code team, stated that Anthropic has collaborated with OpenCode and revoked the Claude API keys believed to be affected. Tibo, a member of the OpenAI team, stated that they are working with OpenCode to help affected API users restore access and refund the amounts that were unusually consumed during the attack. Dax Raad clarified that the affected service is OpenCode Console, not the locally running OpenCode, and that keys configured directly in the local tool will not be sent to OpenCode servers. On October 18, he stated on social media that the attacker had been continuously attempting to breach the system for the past 48 hours, and the team is strengthening defenses.

first_img Cardano founder is developing a new programming language that integrates transaction intentions with Groth16 proofs

According to CoinDesk, Cardano founder Charles Hoskinson stated that he is personally developing a new programming language for the Cardano network and collaborating with Input Output Global engineer Lucas Rosa. Lucas Rosa is a co-creator of Aiken, one of Cardano's main smart contract languages. Hoskinson posted on the X platform that this will be the first programming language to combine user transaction completion intentions with cryptographic proofs. It is reported that the language will support three tools: transaction intent, data with carry proofs, and Groth16 proofs. Transaction intent allows users to specify the goals they want to achieve, while leaving the specific steps to the application, for example, traders can request that a token be exchanged for another only when the final price meets certain conditions, without specifying the exact path.Data with carry proofs can attach cryptographic evidence to information, proving that it complies with specific rules, allowing other applications to verify without recalculating. Groth16 is a widely used proof system that can generate small-sized, fast-verifying proofs, demonstrating that conditions have been met without exposing private data. With the combination of the three, developers can build applications that coordinate transactions, check complex conditions, and pass verified information between services, ultimately verified by Cardano with a small proof. Currently, Cardano developers mainly use Haskell-based Plutus and Aiken to write smart contracts, while Input Output Global, founded by Hoskinson, has its own privacy blockchain Midnight with its language Compact. The name, public code, and release date of this new language have not yet been announced.

first_img Anthropic established a public welfare fund, committing to invest 5% of its shares

On October 18, the artificial intelligence company Anthropic announced that it would allocate a portion of its company shares to the newly established Anthropic Public Benefit Fund, with the shareholding ratio of this entity increasing as the company grows. Subject to shareholder approval, the company committed to contributing 5% of Anthropic shares on that day; thereafter, for every 50% increase in company value above a set benchmark, the board may discretionarily increase the contribution by an additional 2%.The fund will be established as a wholly-owned LLC rather than a 501(c)(3) or other forms, allowing for adjustments between different donation methods. The Anthropic equity held by the fund will not be used for lobbying or political donations in the U.S. or abroad. Anthropic stated that the fund aims to advance its mission with greater flexibility and scale, such as making large donations to traditional non-profit organizations or directly allocating resources to specific populations. The company had previously committed $200 million to research and address the impact of AI on the labor market. As a public benefit corporation, most of the mission-related work is still conducted internally, including AI safety and explainability research, applied biomedical research, and providing discounts on Claude to non-profit organizations and research institutions. At the company's founding, the co-founders committed to donating 80% of their equity holdings; the company also operates an equity donation matching program, with about half of the employees participating. With this announcement, approximately 20% of Anthropic shares will be used for public benefit, and this percentage may increase after reaching specific valuation milestones. The structure, governance, and corresponding milestones of the fund will be announced in the coming months.
