first_img Brazilian Bank Expands Cryptocurrency Services, Regulatory Framework Takes Shape

Brazilian banks are expanding their cryptocurrency services for customers. According to Folha de S.Paulo, Brazil's largest asset management bank, Itaú, now offers 15 types of cryptocurrencies, including Bitcoin, Ethereum, and the US dollar stablecoin USDC, through its investment app. Brazil's largest fintech company, Nubank, has listed 28 types, and Banco do Brasil, the most profitable state-owned bank in Brazil, has seen transaction volumes exceed 11 million reais (approximately 2.1 million USD) since launching direct purchase services for Bitcoin and Ethereum in January of this year.However, customer cryptocurrency transactions have not entered the banks' balance sheets. A document from the central bank dated March 2026 shows that Brazilian banks hold zero virtual assets on their books. Over the past year, Itaú, Bradesco, Santander, Banco do Brasil, and Nubank have all expanded their cryptocurrency product lines, while the Brazilian cryptocurrency market has also reached record sizes. According to data from the Brazilian Federal Revenue Service, Receita Federal, Brazilians transferred 505.5 billion reais (approximately 98.7 billion USD) through cryptocurrencies in 2025, more than five times that of 2020, with corporate transactions accounting for 98.3%.This move by banks coincides with the implementation of regulations. In 2022, Brazil passed the "Virtual Asset Legal Framework," granting regulatory authority to the central bank. Three resolutions issued in November 2025 require any institution allowing customers to trade, hold, or send cryptocurrencies to obtain a license, meet minimum capital requirements, and segregate customer accounts, with a compliance deadline of October 30, 2026.

According to CoinDesk, Ethereum core developers have included EIP-8141 (Frame Transactions) in the 2027 Hegotá upgrade plan. During the core developer call on August 27, the proposal was marked as "Scheduled for Inclusion," meaning it will become part of the network update rather than just a candidate proposal. Ethereum co-founder Vitalik Buterin, one of the ten authors of the proposal, stated on X on Sunday night that Frames have made significant progress in the past few months.Frames aim to address the issue where users hold stablecoins but cannot transfer them due to a lack of ETH. It splits transactions into independent steps such as authorization verification, fee payment, and instruction execution, allowing the sender and payer accounts to no longer have to be the same. For example, payment applications can cover fees themselves or settle ETH bills on behalf of users after collecting stablecoins, while the Ethereum network still prices in ETH, and users do not need to purchase ETH. Unlike existing wallet solutions that rely on third-party services, Frames will achieve this capability through the standard Ethereum transaction process.Additionally, Frames will bundle operations that need to be executed simultaneously, such as authorization and submission in token transactions, with authorization being revoked if the transaction fails; it also allows accounts to customize transaction approval rules, enabling the replacement of private keys or the adoption of quantum-resistant keys without needing to migrate funds to a new address. Currently, the specification is still a draft, and details may be adjusted before the Hegotá upgrade, with users unable to use Frames yet.

Bilal Bin Saqib, the Minister of State for Pakistan and Chairman of the Pakistan Virtual Assets Regulatory Authority (PVARA), revealed at the Bitcoin Asia conference that the country completed the establishment of its virtual asset regulatory system in less than six months, using only about 8% of the approved budget, which is approximately $200,000, with about 92% of the budget remaining unused. Saqib stated that the government should not measure success by how much money is spent, but rather by the actual delivery of results. The regulatory framework covers activities such as exchanges, custody, brokerage, asset management, lending, and settlement, and introduces requirements regarding governance, anti-money laundering and counter-terrorism financing, customer asset protection, cybersecurity, and market conduct. Saqib emphasized that Pakistan's regulatory ambitions extend beyond the current digital asset market, with future focus on the tokenization market, programmable payments, stablecoins, machine-to-machine transactions, and the AI agent economy, noting the need to establish corresponding regulatory rules for agent payments and the agent economy. Saqib stated that emerging markets do not need to spend a decade catching up; they can build on the frontier. With a population of over 240 million, Pakistan is a potentially significant market for emerging financial technologies. The rapid transition from legislation to licensing in the country is being used as a demonstration case for the government's response to next-generation financial infrastructure.

Cross-border payment company Airwallex co-founder and CEO Jack Zhang stated that stablecoins are becoming an important channel for global capital flow, but sovereign financial systems still determine how to incorporate them, rather than the other way around. Michael Saylor proposed the digital asset spectrum framework: BTC represents digital capital, and STRC represents digital credit

The founder of Strategy, Michael Saylor, proposed the concept of the "Digital Assets Monetary Spectrum," categorizing different types of digital assets based on volatility, potential returns, and trading functions.Saylor stated that the digital asset system can be divided into four levels: Bitcoin (BTC): Digital Capital (Digital Capital) STRC: Digital Credit (Digital Credit) SR-strcUSX: Digital Money (Digital Money) USDT: Digital Currency (Digital Currency).He believes that from left to right, asset volatility and potential returns gradually decrease, while stability and trading utility continuously increase. Among them, STRC is defined by Saylor as "digital credit," characterized by relative stability, high fixed returns, and certain value storage attributes.He further stated that digital currency combines digital currency technology with digital capital economic attributes, possessing stability, earning capacity, trading convenience, and value storage functions. Saylor noted that digital capital belongs to bearer assets, while assets such as digital credit, digital currency, and digital cash are created and managed by digital financial companies, with their ownership layer corresponding to "Digital Equity." The temporary agreement framework for Hormuz has been reached, laying the foundation for the resumption of nuclear negotiations between the U.S. and Iran

According to the American media MS NOW, two Middle Eastern diplomats familiar with the negotiations stated that Oman has agreed to reach a framework agreement with Iran to temporarily reopen the Strait of Hormuz. An Iranian government official said that the agreement will establish a new shipping route by allowing commercial vessels to enter the Persian Gulf via Iranian-controlled routes and exit via Omani-controlled routes. The agreement does not include charging tolls for commercial vessels seeking safe passage through the waterway.
