first_img OpenAI: The disparity in the intensity of enterprise AI usage in the European Union is significant

On October 14, the OpenAI Economic Research Team released a report stating that EU companies are expanding the use of AI with agent tools, no longer just asking questions to AI, but using agents to complete tasks from planning to execution. The report examines the growth of agent usage among large and small enterprises, differences in usage intensity, and the types of work people are accomplishing with ChatGPT.In a sample of EU clients using ChatGPT Enterprise, Codex and ChatGPT work currently contribute over half of the output tokens. Since May 2026, the number of weekly active users of Codex and ChatGPT work among EU small and medium-sized enterprises has increased to more than 8.1 times the original, with growth in all member states. The article defines small and medium-sized enterprises as those with no more than 200 associated users. The proportion of relevant output tokens in the sample is lowest in Slovenia at 22% and highest in Lithuania at 85%. Leading enterprises are defined as those ranking in the top 10% for output tokens per active user, with the sample including only ChatGPT Enterprise and ChatGPT Business accounts. In September, this metric for leading enterprises in the EU exceeded that of general EU enterprises by four times, while leading enterprises outside the EU still surpassed leading enterprises in the EU by more than twice, with companies headquartered in the EU accounting for only 10% of the world's leading enterprises.

first_img The Dutch central bank granted Qivalis an electronic money institution license to issue a euro stablecoin

According to CoinDesk, the consortium Qivalis, supported by 37 major European banks, announced that the Dutch Central Bank (DNB) has granted it an Electronic Money Institution (EMI) license, bringing it closer to issuing Euro-denominated electronic money tokens (EMT). The Amsterdam-based company still needs to meet the remaining requirements of the EU's Markets in Crypto-Assets Regulation (MiCA), including publishing a white paper, in order to issue the token in the coming months. This license enables Qivalis to provide a blockchain-based method for transferring Euros for banks and payment institutions. Qivalis plans to distribute its tokens through banks, cryptocurrency exchanges, and payment service providers, rather than directly to consumers. Since its establishment in September 2025, the consortium has expanded to 37 European banks, including BBVA, BNP Paribas, ING, and DZ Bank, and has chosen Fireblocks to provide digital asset infrastructure.According to MiCA regulations, EMTs are classified as stablecoins, but not all stablecoins are EMTs. EMTs are pegged to a single fiat currency and must be issued by authorized credit institutions or electronic money institutions, with holders having legal claims to them and the right to redeem them at face value at any time, and EMTs cannot pay interest.Qivalis CEO Jan-Oliver Sell stated that the currency in Europe should be carried on-chain by European rules, and Europe should have Euro-denominated on-chain settlement assets issued under European law and subject to European regulatory standards.

Ledger wallet's European supply chain suspected of contamination: two devices have been found to be implanted with spyware

Cryptocurrency community user Johannes posted that he found suspected spyware and hardware modifications, including additional cables and LTE modules, in two Ledger hardware wallets purchased at different stores of the European retailer MediaMarkt, and called for Ledger to immediately recall the related products.Johannes stated that MediaMarkt employees confirmed that the second device was not a returned item, as returned Ledger products would be sent directly back to the manufacturer rather than resold as new. Store records show that the relevant inventory came from the supplier Aqipa GmbH. Since the company operates distribution in Europe, Johannes suspects that the issue may involve a broader retail inventory, but there is currently no evidence to confirm that Ledger's supply chain has been widely compromised in Europe.Johannes mentioned that he has handed over the first device for analysis and plans to send the second device to Ledger for investigation, while also releasing an unboxing video as evidence. He reminded users that if they purchase devices from merchants outside of Ledger's official channels, they should check for any abnormalities in the devices. Currently, the above claims mainly come from this user's personal disclosure, and the reasons for the device damage, the scope of impact, and whether it involves a supply chain attack still need to be verified by Ledger and other relevant parties.

Lithuania updates the rules for the user report on crypto assets, which will be fully implemented by the European Union starting in 2026

The State Tax Inspectorate of Lithuania has updated the user reporting program for cryptocurrency service providers, clarifying the reporting scope and operational standards through Order VA-63, aligning national regulations with the EU DAC8 and the OECD Crypto Asset Reporting Framework (CARF). The new regulations require regulated cryptocurrency service providers and local crypto operators to enhance customer due diligence, collect user identity, transaction records, and tax residency information, and record customer identification numbers, transaction logs, and account balances. Entities that have completed registration and reporting obligations in other EU member states are exempt from re-reporting in Lithuania. The comprehensive operational reporting across the EU will commence on January 1, 2026, with data collected by the platform in 2027 to be automatically exchanged by member state tax authorities starting mid-2027. The new regulations do not change Lithuania's capital gains tax rate on virtual assets, but relevant institutions must update customer access processes and backend systems. Starting from March 2, certain transactions involving electronic money tokens (EMT) must additionally obtain payment service authorization, including transferring EMT on behalf of customers and operating custodial wallets for third-party transfers; exchanges between EMT and exchanges between EMT and fiat currency do not automatically fall under payment services.
