WSJ: Iran's sanctions evasion network transfers funds through Binance, with a total transaction amount involved reaching 850 million USD

According to a report by the WSJ, a previously undisclosed internal investigation report from Binance shows that Iranian financier Babak Zanjani used affiliated companies, shell companies, and multiple trading accounts to transfer funds through Binance, establishing a funding channel for the Iranian Islamic Revolutionary Guard Corps (IRGC) to evade Western sanctions. The related network involves 21 individual and corporate trading accounts, with a total trading volume of approximately $850 million, of which at least $67 million flowed from two accounts to wallets associated with the IRGC.The report indicates that Tajik businessman Sukhrob Oimakhmadov, classified as a "high-value customer" by Binance, received over $10 million through his account, with sources including digital wallets later identified by the Israeli Ministry of Defense as belonging to the IRGC. The cryptocurrency platform Zedcex, associated with Zanjani, had a total trading volume close to $830 million, with approximately $56 million withdrawn to related wallets. The network also involves the Turkish payment company ZedPay, as well as the cryptocurrency token USDZ used for trading.Binance stated that it has identified the related activities and taken measures, with all accounts associated with sanction violations being restricted from trading and gradually closed. The company also emphasized that the total trading volume of accounts does not equal the actual funds flowing into the IRGC and acknowledged past procedural issues in internal approvals and execution timeliness. The U.S. Department of the Treasury had previously imposed sanctions on Zanjani and related companies and individuals.

Zhao Changpeng warned about the risk of supply chain attacks on Ledger hardware wallets, suspected to involve a single distributor selling counterfeit or tampered devices

Zhao Changpeng issued a reminder for Ledger hardware wallet users to remain vigilant, especially those who have purchased devices recently. According to the information currently available, this incident appears to be limited to the supply chain, involving a supplier, and a few users may have purchased counterfeit or tampered Ledger devices.Zhao Changpeng stated that Ledger is a well-established and relatively secure hardware wallet brand in the industry, but such incidents can still occur. He anticipates and calls for the BNB ecosystem and the entire cryptocurrency industry to assist in tracking the stolen funds and promoting recovery.Previously, Ledger confirmed that it is investigating an asset theft incident involving Southeast Asian users, who had purchased devices through the distributor CryptoBilis. Ledger has requested CryptoBilis to suspend sales and shipments and advised users who purchased devices through this distributor in the past 90 days not to initialize their devices; if they have already completed the setup, they should create a new Ledger signing device using a new mnemonic phrase and transfer their assets to the new wallet.On-chain investigator Specter estimates that this incident has led to the theft of hundreds of wallets on the Bitcoin, Ethereum, and TRON networks, with losses exceeding 86 million dollars. Security researcher tanuki42 previously estimated the losses to be over 72 million dollars and stated that the amount is still increasing. Currently, the specific cause of the incident and whether the involved devices have security vulnerabilities are still under investigation.

According to the City of London Police report, 25-year-old London man Ajay Shinjin (also known as AJ Marley Cruz) was sentenced to two and a half years in prison by the Inner London Crown Court for his involvement in a SIM swap fraud case. He pleaded guilty on September 28 to two charges of conspiracy to commit fraud by false representation and transferring criminal property. The case involved the theft of cryptocurrency worth nearly £200,000 (approximately $265,000).In early November 2021, British telecom operator BT discovered unauthorized activity in its systems, where customers' phone numbers were transferred to SIM cards controlled by criminals, who intercepted one-time verification codes sent by banks and cryptocurrency platforms. The police identified several suspects based on device data provided by BT, and Shinjin was linked to four of the devices. He profited over £44,000, which he used for a vacation in Dubai, a luxury apartment in Canary Wharf, and a gold-plated dental grill.Details of the case revealed that one victim lost approximately £40,000 in cryptocurrency on November 2, 2021, with about £27,000 flowing into Shinjin's personal crypto account; a second victim had approximately £17,000 entirely transferred to his wallet; he also assisted in stealing about £8,000 from a third victim's Coinbase account and around £130,000 from a fourth victim. Shinjin was first arrested at his residence in 2021 and was re-arrested at Heathrow Airport upon returning from Dubai in October 2023.

Firelight will roll back the blacklist process and unfreeze the affected wallets, involving 87 addresses and 117,500 FXRP

The on-chain guarantee protocol Firelight stated that some deposit addresses failed the fund screening, and the related funds have been unstaked and returned to the original addresses, involving 87 addresses and a total of 117,500 FXRP. Firelight mentioned that the current mechanism screens blacklisted addresses or addresses sanctioned by OFAC during fund deployment and throughout the entire cycle. If an address is flagged during deployment or within the cycle, the funds will remain in the protocol until the cycle ends and will not generate rewards, but can still participate in the guarantee module for the remaining time of that cycle. After the cycle ends, the funds will be returned, and the related wallets will be prohibited from accessing again. Firelight stated that this practice is unsustainable and will roll back the blacklist process in the coming days and unfreeze the affected wallets; the time and steps for retrieving funds will be announced separately. Security, KYC, and institutional standards remain unchanged, and Firelight will develop a new plan that does not affect users in the coming weeks and will seek community input before any changes. Flare co-founder Hugo Philion stated that due to compliance policies, 84 Flare addresses have been unstaked by Firelight, and he personally will issue equivalent subsidies to those addresses that are not sanctioned and not widely blacklisted.
