first_img Australia's ASIC plans to extend CFD investor protection to crypto-settled derivatives

According to Cointelegraph, the Australian Securities and Investments Commission (ASIC) has proposed to expand the regulatory scope of Contracts for Difference (CFD) to include derivatives settled using digital assets.ASIC aims to add contracts settled through the transfer of digital assets to its definition of CFDs, rather than being limited to contracts settled in cash or offset transactions, provided that these contracts meet other identification criteria for CFDs. If the proposal is approved, Australian traders using crypto-settled CFDs will receive the same protections as cash-settled CFD traders.ASIC has made it clear that certain cryptocurrency futures and options with fixed expiration dates will remain outside this framework. CFDs allow traders to speculate on price fluctuations without holding the underlying asset. The current framework implemented in Australia since 2021 includes safeguards such as leverage limits, mandatory margin calls, and negative balance protection, which limits customer losses to the funds within their CFD trading accounts.ASIC is seeking feedback from the industry and stakeholders on the proposed expansion and revisions, with a deadline of November 9. This move comes as Australia strengthens its broader regulatory framework for digital assets. In April of this year, Australia legislated to include cryptocurrency exchanges and tokenized custody platforms within its financial services licensing framework, with the new system set to take effect on April 9, 2027. ASIC has also required crypto companies relying on temporary enforcement exemptions under existing financial services laws to apply for licenses or seek changes to existing licenses by September 30.

first_img Moonshot executives plan to settle shareholder disputes before the IPO in Hong Kong

According to Reuters, citing informed sources, executives from the Chinese artificial intelligence company Moonshot are negotiating a settlement with a shareholder over a legal dispute ahead of their planned IPO in Hong Kong. The shareholder is seeking compensation for alleged misconduct, and the negotiations have not been previously reported; it is currently unclear whether a settlement is imminent.Recurrent.ai and some of its investors accused Moonshot in a letter to investors' lawyers dated March 11, 2026, that CEO Yang Zhiling and CTO Zhang Yutao made false statements to Recurrent investors and profited at Recurrent's expense. Company records show that the two co-founded Recurrent.ai in 2016 and established Moonshot in 2023, and they remain directors of Recurrent Holdings; the dispute has been in arbitration in Hong Kong since 2024. The letter also stated that key model data servers had been transferred, other data had been deleted, and the two established Moonshot without board authorization. Reuters stated it could not independently verify the allegations.Informed sources said that Recurrent received 9.5% of the original shares when Moonshot was established and is now seeking compensation equivalent to 10.5% of the original shares; based on a valuation of $30 billion during the June financing, this portion could be worth over $700 million. Reuters reported in September that Moonshot had secretly submitted an IPO application in Hong Kong. One informed source stated that the dispute is not expected to jeopardize the listing, but if unresolved, it could lead to governance, equity, and disclosure issues. Yang Zhiling previously denied the allegations, and his lawyer stated that the case lacks legal and factual basis.

first_img Microsoft CEO: Cutting-edge models should be regarded as internal risks, and control must be placed outside the models

Microsoft CEO Satya Nadella published an article discussing the trust framework for the era of superintelligence. He stated that traditional software can trace behaviors back to specific code paths, whereas current superintelligent systems lack this mechanistic understanding and cannot attribute model behaviors and outputs to specific training data or weight configurations. However, they are being deployed and are accessing sensitive data, executing critical actions on behalf of others. He emphasized that responsibility for intelligent behavior cannot be outsourced to model providers, nor can superintelligence be accepted or rejected as a series of nested black boxes.Nadella proposed that the supply of intelligence should be separated from the authorization of intelligence, surrounding nondeterministic models with deterministic system design, human control, and operational procedures, and establishing industry standards when existing standards are insufficient. He suggested managing cutting-edge models with closed-source and open-source weights as internal risks, not because they are inherently malicious, but because agents with sufficient capability that can access important systems may make mistakes or be compromised. Relevant practices include establishing identities, restricting permissions, recording activities, and setting isolation boundaries, with the transparency of the model's reasoning chain becoming a non-negotiable starting point. He further stated that permissions and action controls must be placed outside the model, and the model, orchestration layer, and action space should be separated. Principles include avoiding reliance on a single model as the sole dependency for important outcomes or for verifying its own work, ensuring that critical actions leave tamper-proof and human-readable evidence, continuously testing for failures, attacks, and boundary conditions, allowing organizations to independently decide on access and action permissions, validating independently of the intelligence being verified, presuming that the model has been compromised and supporting mid-course pauses or shutdowns, and timely disclosing and sharing lessons within the industry when failures or compromises occur. He concluded that the most trustworthy superintelligent systems are those that require the least trust in the model itself.

The Finance Committee of the French National Assembly passed an amendment on the stablecoin exchange tax and the crypto exit tax

According to Decrypt, the French National Assembly's Finance Committee passed two cryptocurrency tax amendments this week: starting from January 1, 2027, exchanges of stablecoins regulated by MiCA will be considered taxable sales; and a departure tax will be imposed on tax households relocating overseas with a total value of cryptocurrency assets exceeding 800,000 euros. The committee rejected the budget revenue portion with a vote of 31 to 3, and the full National Assembly will review the original text from the government. The aforementioned amendments will not be automatically included; supporters must reintroduce them during the debate starting on October 13, with a formal vote scheduled for October 20.The related measures have not yet become law. The stablecoin amendment was proposed by left-wing GDR party member Nicolas Sansu and 16 co-signers, applicable to electronic money tokens as defined by MiCA. The amendment does not set a new tax rate but aims to include the related revenue under France's existing unified tax system of 31.4%.The committee also passed an amendment proposed by Daniel Labaronne, allowing investors to carry forward cryptocurrency asset losses for 10 years to offset future gains. The proposed departure tax applies to taxpayers who have been French tax residents for at least 6 of the past 10 years and whose cryptocurrency assets, including custodial assets, have a total value exceeding 800,000 euros.
