first_img The Dutch central bank granted Qivalis an electronic money institution license to issue a euro stablecoin

According to CoinDesk, the consortium Qivalis, supported by 37 major European banks, announced that the Dutch Central Bank (DNB) has granted it an Electronic Money Institution (EMI) license, bringing it closer to issuing Euro-denominated electronic money tokens (EMT). The Amsterdam-based company still needs to meet the remaining requirements of the EU's Markets in Crypto-Assets Regulation (MiCA), including publishing a white paper, in order to issue the token in the coming months. This license enables Qivalis to provide a blockchain-based method for transferring Euros for banks and payment institutions. Qivalis plans to distribute its tokens through banks, cryptocurrency exchanges, and payment service providers, rather than directly to consumers. Since its establishment in September 2025, the consortium has expanded to 37 European banks, including BBVA, BNP Paribas, ING, and DZ Bank, and has chosen Fireblocks to provide digital asset infrastructure.According to MiCA regulations, EMTs are classified as stablecoins, but not all stablecoins are EMTs. EMTs are pegged to a single fiat currency and must be issued by authorized credit institutions or electronic money institutions, with holders having legal claims to them and the right to redeem them at face value at any time, and EMTs cannot pay interest.Qivalis CEO Jan-Oliver Sell stated that the currency in Europe should be carried on-chain by European rules, and Europe should have Euro-denominated on-chain settlement assets issued under European law and subject to European regulatory standards.

Hunan Public Security in China cracks down on virtual currency pig-butchering scams: 2 suspects have been criminally detained according to the law

According to a report from the Public Security Bureau of Linwu County, Hunan Province, on August 19, 2026, the Public Security Bureau of Linwu County, Chenzhou City, Hunan Province discovered fraud clues during routine inspections and successfully cracked a virtual currency investment fraud case, arresting two criminal suspects.Upon investigation, on May 1, 2026, the suspect Li met the victim, Ms. Yue, through private messages on a social platform, falsely claiming to teach virtual currency investment skills with guaranteed profits. He induced her to download a certain app to purchase Tether (USDT) and then exchange it for a newly issued virtual currency manipulated by his "superior." Li, in collusion with his "superior," created the illusion of rising prices to lure the victim into increasing her investment; once the funds were in place, they quickly crashed the market, causing the virtual currency's value to drop to zero. Ms. Yue lost approximately 30,000 yuan, while Li illegally profited tens of thousands of yuan, which was collected by his friend Lei and squandered. On August 19, the investigating police arrested Li; on September 17, Lei, who was suspected of collecting the stolen funds, was also apprehended. Both have been criminally detained according to the law. The police remind: virtual currency is not legal tender, and there are no "guaranteed profit" projects. Recommendations for high returns made through private messages online are all fraud traps. Do not easily trust investment recommendations from strangers or transfer money to unfamiliar platforms.

first_img Coinbase CEO stated that regardless of the voting outcome of the Clarity Act, the cryptocurrency industry will benefit

Coinbase CEO Brian Armstrong stated that regardless of the outcome of the U.S. Senate vote on the Clarity Act on September 15, the cryptocurrency industry will gain regulatory clarity. In an interview with CNBC, he mentioned that if the bill passes, the industry will receive legislative support; even if it does not pass, the SEC and CFTC have indicated their readiness to issue rules, and the industry will still gain regulatory clarity around the time of the vote. The Digital Asset Market Clarity Act aims to establish a federal regulatory framework for cryptocurrency exchanges, brokers, and stablecoins by dividing token regulatory authority between the SEC and CFTC. Armstrong noted that the bill has broad bipartisan and industry support, with law enforcement agencies, banks, and cryptocurrency companies all expressing their backing. Key issues previously raised by Coinbase have been resolved. The only outstanding matter is the ethical provisions concerning elected officials holding digital assets; the White House has proposed a plan that includes strong ethical clauses, while Democrats are pushing for further measures, including mandatory asset divestiture, with both sides nearing a resolution. In response to JPMorgan CEO Jamie Dimon's criticism regarding Coinbase's regulatory arbitrage using the bill's stablecoin provisions, Armstrong remarked that critics with large payment businesses are facing "competitive issues" and are "speaking for themselves." He also stated that Goldman Sachs, Bank of New York Mellon, and Fidelity all support the bill.
