Ministry of Industry and Information Technology and three other departments: Strengthen the planning of internet technology innovation, promote the implementation of relevant national key research and development programs and major national science and technology projects

According to a report by Jinshi Data on July 13, the Ministry of Industry and Information Technology and three other departments issued guidance on promoting the high-quality development of internet infrastructure resources. It mentioned strengthening the planning of internet technology innovation, promoting the implementation of relevant national key research and development programs and major national science and technology projects, enhancing original technology innovation, and carrying out technical research on the integration of artificial intelligence, blockchain, distributed identifiers and internet infrastructure resources, breaking through key technologies such as network dynamic optimization, intelligent resource scheduling, and data security interaction. Strengthening the innovation of the IPv6 technology system to solve key issues such as protocol compatibility and high-performance transmission. Breaking through key technologies for satellite internet mega-constellation networking, rapid routing switching, and reliable anti-jamming transmission. Breaking through key technologies for the large-scale deployment and application of resource public key infrastructure.

Data: Bitcoin treasury company’s market value has evaporated by over 100 billion USD, while the holdings have increased to 1.14 million coins

Analyst Darkfost pointed out that since October 2025, the total market value of global Bitcoin treasury companies has shrunk from $396 billion to $272 billion, evaporating over $100 billion. During the same period, the total amount of Bitcoin held by these companies increased from 953,000 to 1.14 million—this decline in market value is entirely driven by the drop in coin price, rather than selling off. However, it is worth noting that since Bitcoin entered a significantly undervalued range in May of this year, the pace of accumulation has sharply slowed, nearly coming to a standstill. The most intensive buying period for these companies was concentrated between November 2024 and October 2025, with the holdings tripling in less than a year, and the buying price range was approximately $75,000 to $125,000—right in the historical high price range of Bitcoin. The current question is: since these companies have built up significant positions in the top range, will they sell at lower levels? Strategy has recently taken the lead in selling Bitcoin; will this behavior be emulated by other treasury companies, becoming a new source of selling pressure in the market? With the current total holding of 1.14 million coins, if more companies are forced to reduce their positions in a sluggish market to alleviate financial pressure, it could pose additional downside risks to Bitcoin prices.

Data: 20% of active BTC investors are currently in a state of unrealized losses, and the market has entered a mild devaluation range

Cryptocurrency analyst Darkfost published an on-chain indicator interpretation on the X platform, analyzing the current profit and loss structure of Bitcoin positions in the market through the core economic indicator TMM (True Market Mean) and the AVIV ratio. The TMM indicator excludes long-term untransferred and partially permanently lost dormant Bitcoins, only accounting for the average holding cost of actively traded chips in the market, with the current value around $76,700. This level has become a significant price resistance, as during the May market, when the price reached this point, many investors exited to break even. The accompanying AVIV (Active Value / Investor Value) ratio currently hovers around 0.8, within the valuation discount range, indicating that the average floating loss for all active BTC investors is 20%. Historically, at the bottom of bear markets, this indicator has dropped to 0.5 to 0.6, corresponding to investor losses of 40%-50%. The current loss magnitude has not yet reached extreme bear market levels. The analyst also pointed out that even with a large influx of institutional funds and Bitcoin ETFs injecting massive liquidity in this cycle, Bitcoin still follows its own cyclical patterns. In the short term, there is no need to wait for the indicators to drop to historically extreme low levels before a rebound occurs, but it is necessary to acknowledge the current pressured environment of widespread losses among market participants.

The U.S. Congress discusses the Federal Reserve's "streamlining of the master account" and evaluates whether cryptocurrency and fintech companies can directly connect to the central bank's payment system

On Wednesday, the U.S. House Financial Services Committee held a hearing to discuss the changing roles of banks and fintech companies, with one focus being the "streamlined master account" proposal that the Federal Reserve is considering, which would allow certain crypto banks and fintech companies limited direct access to the Federal Reserve's payment system. A Federal Reserve master account allows financial institutions to directly use the Federal Reserve payment network and gain the most direct access to the U.S. dollar monetary system. Institutions without this account typically need to rely on partner banks that have master accounts to provide services. The so-called "streamlined account" is a limited-function version intended to provide limited access for new financial institutions. Republican Congressman Dan Meuser stated at the hearing that access to the Federal Reserve payment system is no small matter, and the core issue is which institutions should be allowed to directly use these critical payment channels. Traditional institutions like community banks are concerned that crypto and fintech companies are not subject to equally stringent regulation, and direct access could pose risks to security and stability. The crypto industry generally supports the proposal, arguing that direct access to the Federal Reserve payment system should have been opened long ago, as it would help reduce reliance on intermediary banks and promote innovation. In May of this year, Trump also signed an executive order requiring the Federal Reserve to assess policies for opening central bank payment channels to fintech companies, including crypto companies. Previously, the Kansas City Federal Reserve had approved Kraken's parent company Payward for a "limited purpose account" in March, sparking discussions in the market about the extent to which crypto and fintech companies should have direct access to Federal Reserve services. A representative from Anchorage Digital stated at the hearing that if the U.S. wants to continue as a global financial center, it needs to allow for innovative federal and state regulatory frameworks.
