According to CoinDesk, European financial and cryptocurrency industry organizations have written to the EU Council and the European Parliament, urging lawmakers to remove the cap on the scale of tokenized securities platforms or set it at least at €1.5 trillion (approximately $1.74 trillion), arguing that the €100 billion cap proposed by the European Commission will hinder industry development. Signatories include the French Digital Asset Association Adan, Crypto Council for Innovation, the European Ethereum Institute, as well as companies like Nasdaq and Boerse Stuttgart.The EU's distributed ledger pilot regime allows operators to test the trading and settlement of tokenized stocks, bonds, and investment funds while exempting some existing financial rules. After observing "moderate" participation, the European Commission proposed to expand the pilot framework and raise the current €6 billion cap to €100 billion. Adan stated that considering the development of the global market, this increase is still insufficient, and their preferred option is to completely remove the cap or at least set it to €1.5 trillion, which is 15 times the proposed cap.The joint letter pointed out that some existing European projects have reached a scale of €350 billion and plan to grow further, but did not disclose specific projects or calculation methods. The letter also emphasized that the relevant threshold targets the market capitalization of admitted securities rather than trading volume and opposed giving central securities depositories a significantly higher differentiated cap than other blockchain market operators, arguing that this would be detrimental to emerging service providers.The alliance also compared the restrictive measures in Europe with an unnamed mainstream settlement platform in the United States, which can tokenize assets like stocks without a trading volume cap; if the cap is retained, the alliance hopes the Commission can flexibly raise it as the market grows, without presetting a maximum limit.

Pantera Capital Junior Partner Jay Yu published an article titled "The Rise of Compute Markets," stating that computing power and data center spending have become a trillion-dollar category, but GPU procurement is still mainly done through group chats, over-the-counter brokers, and bilateral agreements. He noted that the financialization of computing power is still in its early stages, constrained by SKU, time, and location, but could become a commodity asset similar to electricity or oil in the next 5 to 10 years. Jay Yu believes that the computing power market may form a "hardware-supplier-cluster" structure similar to the electricity "grid-operator-node," with new cloud vendors being structural shorts on GPUs, while on-demand platforms and application layers are longs.He mentioned that for every $100 spent on inference at the application layer, about $45 flows to the on-demand layer, about $50 flows to the new cloud or GPU layer, and about $5 flows to routing layers like OpenRouter. NVIDIA can be seen as the "central bank" of computing power, having announced support for up to 25% residual value. He also stated that physical delivery has a more enduring moat, and indices, cash-settled exchanges, and financing tools will subsequently emerge, with participants including SF Compute, Vast AI, Runpod, Compute Exchange, and others. The computing power market does not have mandatory price transparency requirements, and basis risk may be greater.

The prediction market platform Kalshi has permanently banned former U.S. Congressman George Santos and fined him $71,356 for manipulating a market related to his attendance at the State of the Union address, profiting nearly $18,000. This is the first time the exchange has imposed a lifetime ban on a former member of Congress.According to a disciplinary notice issued by Kalshi's compliance department on August 28, Santos conducted multiple large transactions in this market between February 2 and 25. Since he was able to influence the outcome, exchange rules prohibited him from participating in trading. He subsequently issued a series of public statements regarding his attendance, some of which were false or misleading, intending to drive price movements in the "Yes" and "No" contracts. The compliance department determined that these statements did indeed manipulate prices, allowing him to profit $17,839.57 in the relevant market, violating multiple rules regarding market manipulation, influencing trading outcomes, and using deceptive practices, and he faced additional penalties for failing to cooperate with the investigation.The prediction market allows users to bet on the outcomes of real-world events such as elections, sports, and economic data by purchasing "Yes" or "No" contracts. As event contracts have become mainstream, Kalshi and its crypto-native competitor Polymarket have seen a surge in trading volume over the past year, attracting significant institutional interest.

According to The Block, the prediction market platform Kalshi has permanently banned former U.S. Congressman George Santos, marking the first time the platform has imposed a permanent ban on an individual. According to a disciplinary action and settlement notice submitted on Monday, Santos violated platform rules by trading on a prediction contract regarding whether he would attend the State of the Union (SOTU) address and was fined over $71,000.Previously, the Commodity Futures Trading Commission (CFTC) accused Santos of using his public statements made two weeks before the SOTU to influence the prices of related event contracts and reached a $35,000 settlement with him. Santos's lawyer stated that he had booked a hotel and flight to Washington, believing he would attend the event. Santos served as a congressman representing New York from January 2023 until the end of the year, when he was expelled for ethical violations.As the prediction market grows to billions of dollars, concerns about insider trading are increasingly being raised. The CFTC recently fined former White House teleprompter operator Gabriel Perez $172,000 for profiting in Kalshi's "mention market" by using advance access to Trump's speech content. Thailand's SEC seeks public opinion on the draft rules for Bitcoin and Ethereum ETFs

According to Cointelegraph, the Securities and Exchange Commission (SEC) of Thailand has advanced its regulatory framework for locally listed spot Bitcoin and Ethereum ETFs from a principled proposal to the rule draft stage and is publicly soliciting opinions on this. The regulatory agency released two consultation documents on Monday, one containing the rule draft for Thailand's crypto ETFs, and the other proposing qualification principles for foreign digital asset custodians.In the initial phase, asset management companies can establish passive ETFs that track Bitcoin or Ethereum, which are the only qualified crypto assets. According to the proposed rules, Bitcoin and Ethereum ETFs will only trade on the Stock Exchange of Thailand (SET), with each ETF tracking a single crypto asset and required to maintain at least 80% net asset exposure to that asset within each accounting year. Mutual funds and private funds can also invest in Thailand's local crypto ETFs, as well as the foreign crypto ETFs they are permitted to invest in, but must comply with existing investment limits. However, in the initial phase, the regulatory agency does not allow alternative products linked to foreign crypto ETFs, including depositary receipts that track them.Regarding custody, the revised plan still primarily relies on domestic digital asset custodians as the main service providers in the initial phase, and the Thai SEC may allow the use of qualified foreign digital asset custodians when necessary. Foreign custodians must be supervised by a regulatory agency with legal authority and meet the regulatory and investor asset protection standards deemed sufficient by the Thai SEC. The deadline for public opinion collection on the two consultation documents is September 20.
