first_img The United States has designated the Russian A7 Network as a transnational criminal organization and plans to cut off its cryptocurrency funding channels

According to Decrypt, the U.S. Department of the Treasury's Office of Foreign Assets Control has designated the Russian shadow banking network A7 Network as a significant transnational criminal organization, listing its relevant addresses in Russia, Kyrgyzstan, Nigeria, and Zimbabwe. The Financial Crimes Enforcement Network has proposed a draft rule that aims to prohibit U.S. institutions from participating in any fund transfers involving the network's "sub-agent companies," covering convertible virtual currencies and not limited to fiat currencies, which is expected to affect approximately 348,000 institutions, including several cryptocurrency exchanges.The proposal is based on six special measures granted by Section 9714 of the Countering Russian Money Laundering Act, ultimately selecting the sixth measure, which is the fund transfer ban. The fifth measure, which restricts correspondent accounts, is considered to have loopholes: research by blockchain intelligence firm TRM Labs shows that A7A5 transactions completely bypass the correspondent banking system, which the Financial Crimes Enforcement Network views as a core aspect of its business model. A7A5 is a ruble-backed token issued by Old Vector, registered in Kyrgyzstan, operating on Tron and Ethereum, with reserves held at the Russian state-owned defense bank Promsvyazbank.The Financial Crimes Enforcement Network stated that between February 2025 and June 2026, over 180 entities handled at least $17.91 billion in A7A5, which historically circulated almost entirely through the sanctioned exchanges Garantex and Grinex, often used as a non-frozen bridge to convert into USDT and then into fiat currency.

first_img Celsius v. Chainalysis most charges dismissed, one incitement charge allowed to proceed

According to Cointelegraph, a U.S. federal judge dismissed most of the claims made by the Celsius litigation administrator against the blockchain analytics company Chainalysis, but allowed one to proceed.U.S. District Judge Margaret Garnett of the Southern District of New York ruled on Tuesday, rejecting Chainalysis's request to dismiss the incitement charge, determining that the complaint sufficiently alleges that Chainalysis was aware that a press release issued by Celsius in 2020 contained false statements and assisted in disseminating that information.The court simultaneously dismissed 12 other claims with prejudice, prohibiting the plaintiffs from amending in this case; another 3 consumer protection claims were dismissed without prejudice, requiring the plaintiffs to amend or notify the court by October 20.The lawsuit was initiated by the Blockchain Recovery Investment Consortium (BRIC), which acts as the litigation administrator and claims manager for Celsius's bankruptcy estate, representing Celsius and some former clients in asserting rights. Chainalysis declined to comment to Cointelegraph.The core of the case revolves around a $3.3 billion "audit." In 2020, Celsius used Chainalysis's Reactor software to calculate its managed asset size and publicly announced the results as an audit.According to the complaint outlined by the court, a Celsius executive initially calculated approximately $1.18 billion in assets using Reactor, which later increased to about $3.3 billion due to adjustments in methodology.

According to Rest of World, Alibaba launched the open-source model platform ModelScope in 2022, and OSChina launched MoArk in 2023, providing model hosting, testing, and customization services for Chinese developers behind firewalls. In 2023, Chinese regulators blocked Hugging Face without disclosing specific reasons; reports indicate that the government simultaneously allowed artificial intelligence laboratories to bypass the blockade to share Chinese models globally. ModelScope currently hosts over 170,000 models and stated in March that it has 170,000 models and 250 million users; MoArk hosts about 20,000 commonly used models, both still below Hugging Face, which hosts over 3 million open models.OSChina CEO Xu Yong stated that not everyone can always use a VPN, and China needs to establish an independent artificial intelligence ecosystem that serves Chinese users, claiming that China is developing an independent ecosystem faster than during the internet era. He also mentioned that MoArk has deployed engineering teams to ensure that models can run on different types of Chinese chips, making it their mission to ensure mainstream open models are compatible with Chinese chips. Both platforms offer some services for free, with additional computing power and premium features charged; ModelScope also hosts university hackathons and has opened co-working and event spaces for AI entrepreneurs in Hangzhou.Headquartered in New York, Hugging Face is a major platform for sharing open models and datasets. In September, Nvidia announced its acquisition of the company for $12.9 billion and noted in regulatory filings that regulators might prohibit sharing Chinese models on the site.

first_img Florida requests the court to prohibit OpenAI from unsupervised development of new models

According to a report by Reuters on September 28, Florida Attorney General James Uthmeier requested a judge on Monday to prohibit OpenAI from developing new artificial intelligence models without external oversight. This request is part of the state's lawsuit accusing OpenAI of harming children. Uthmeier also asked the court to order OpenAI to prohibit minors from using ChatGPT and to prevent the company from attributing human characteristics to the chat platform.Florida sued OpenAI in June, accusing it of misrepresenting the safety of ChatGPT, claiming that the platform provided information to school shooters, offered guidance on self-harm, and made young users addicted. The lawsuit was triggered by a shooting incident at a university in Tallahassee last year, as well as several other incidents in other states where it was alleged that ChatGPT provided information to individuals who later committed acts of violence. Uthmeier, a Republican, is also the first state attorney general to sue OpenAI over its impact on young users, and the company is facing related lawsuits filed by individuals and families.OpenAI spokesperson Drew Pusateri stated that the company has paused training its most powerful models and will not resume until additional safety measures are implemented, expressing a willingness to work with Florida and other states to promote pragmatic policies applicable across the industry. The company denies responsibility in these cases, stating that the chatbot provides information widely available online and continuously updates its safety tools. The request also cited recent comments from a former OpenAI employee and a current board member, stating that the development of artificial intelligence could lead to the end of humanity and must be slowed down.
