The Supreme Court: Will formulate judicial interpretations on civil compensation related to insider trading and market manipulation, and study adjudication rules for new types of cases such as virtual currencies

According to CCTV News, the State Council Information Office held a series of themed press conferences on "Starting the 14th Five-Year Plan," introducing the situation regarding "Promoting Comprehensive Rule of Law." At the press conference, Liu Guixiang, a deputy-level full-time member of the Supreme People's Court Judicial Committee and a second-level chief judge, stated that in-depth research on new case adjudication rules for virtual currencies, cross-border finance, and other new types of cases should be conducted. Judicial interpretations regarding civil compensation related to insider trading and market manipulation should be formulated as soon as possible to ensure the stable operation of the capital market and effectively safeguard the legitimate rights and interests of small and medium-sized investors.In response to the new business formats of the digital economy, normative documents regarding judicial protection of artificial intelligence cases and data ownership should be researched and developed. The adjudication rules concerning data ownership, data transactions, AI generation, and other aspects should be improved to promote the deep integration of digital technology with the real economy, assist in perfecting the foundational institutional system for data elements, and promote the construction of an integrated data market that is open, shared, and secure.

Binance denies WSJ's allegations of $850 million Iran-related transactions

The WSJ reported that Binance is accused of processing approximately $850 million in transactions related to financial networks associated with Iranian sanctions over two years, ultimately flowing to the Islamic Revolutionary Guard Corps (IRGC) in Iran. In response, Binance CEO Richard Teng posted on the X platform denying the related reports, stating that the reports are "completely inaccurate," emphasizing that Binance does not allow sanctioned entities to trade, and indicating that the suspicious activities occurred before the involved entities were sanctioned by the U.S.The report mentioned that the key figure is Iranian businessman Babak Zanjani, whose related companies and associated accounts are alleged to have operated through the same device, forming a secret payment network on the Binance platform. The report also stated that Binance's internal compliance system had identified abnormal access from Tehran by the end of 2024, triggering multiple risk control alerts, but the related accounts were not closed in a timely manner. The WSJ further pointed out that the Central Bank of Iran and related entities also conducted fund flows through Binance between 2024 and 2025, including approximately $107 million and other cross-border cryptocurrency transactions.Binance reiterated that its compliance system is "industry-leading" and emphasized that it has continued to strengthen its risk control mechanisms after pleading guilty and paying a $4.3 billion settlement in 2023. Additionally, Binance has filed a defamation lawsuit against the WSJ regarding the related reports and denied that the U.S. Department of Justice is investigating it on this matter.

The European Central Bank refuses to relax regulations on euro stablecoins due to concerns about increasing financing costs and interfering with interest rate control

The European Central Bank (ECB) rejected the proposal to relax regulations on euro stablecoins, believing that such measures are too risky and could undermine financial stability and the transmission of monetary policy.Bruegel suggested at the informal meeting of EU finance ministers held in Nicosia, Cyprus, that liquidity requirements for stablecoin issuers should be lowered and that they should be allowed to access ECB funding support when necessary to combat a market dominated by dollar stablecoins and to avoid "digital dollarization." However, officials, including central bank president Lagarde, strongly opposed this, arguing that stablecoins could destabilize bank deposits, increase banks' funding costs, weaken lending capacity, and interfere with interest rate control.Although some finance ministers had mixed feelings about the proposal, several central bank officials questioned the idea of making the ECB the "lender of last resort" for stablecoin issuers. The EU is currently implementing strict regulations on stablecoins under the MiCAR framework, while the GENIUS Act passed in the U.S. in 2025 adopts more lenient rules. Currently, euro stablecoins account for only 0.3% of the global stablecoin supply, while Europe is advancing the digital euro project to enhance payment sovereignty.
