U.S. SEC Chairman: Predicting the market is a "huge issue," legal scrutiny is intensifying

According to The Block, Paul Atkins, chairman of the U.S. Securities and Exchange Commission (SEC), stated at a Senate Banking Committee hearing that prediction markets are a "huge issue" and a regulatory focus he shares with Commodity Futures Trading Commission (CFTC) chairman Michael Selig.Atkins pointed out that prediction markets have "potential jurisdictional overlaps," currently primarily governed by the CFTC, but the two agencies will work together. When asked if clear rules would be established, he said "we'll have to wait and see," and noted that "a security is a security, and the definition of prediction markets and their products depends on specific wording." CFTC chairman Selig stated that he would ensure "reasonable rules and protections" are established for prediction markets to prevent them from being pushed overseas.The jurisdiction over prediction market regulation has become a contentious issue between federal and state governments. Operators argue that under the Commodity Exchange Act, all event contracts should be exclusively governed by the CFTC; while some states believe that the relevant platforms involve activities like sports betting, violating local gambling laws. Prediction markets have also recently come under additional scrutiny due to insider trading allegations and restrictive legislation targeting political betting.

On-chain whale movements overview: A huge loss of $125 million, ETH whale "cuts losses" to stop the bleeding, Arthur Hayes sells about $5 million worth of Ethereum ecosystem tokens

According to Hyperinsight monitoring, the following is an overview of the popular active whale movements on-chain in the past 24 hours: BitMEX co-founder Arthur Hayes sold approximately $5 million worth of Ethereum ecosystem tokens, totaling 780 ETH ($2.48 million), 5.02 million ENA ($1.384 million), 640,000 LDO ($480,000), 1,630 AAVE ($289,000), 28,670 UNI ($209,000), and 132,730 ETHFI ($124,000).The largest short position on ZEC on Hyperliquid has held its position for over a month, and this morning transferred another 5 million USDC to increase margin. Its 5x ZEC short position was opened at $360, with the current ZEC price at $686 and a liquidation price of $1,084, resulting in an unrealized loss of $20 million. This address has been building its ZEC short position since October 11, continuously adding to its position during price increases to average down costs. This whale also opened a 15x ETH short position worth $26 million, currently with an unrealized profit of $7 million, opened at $4,094."Buddy" Huang Licheng partially closed his ETH long position this morning and then slightly increased his position again. Currently, his 25x ETH long position is worth about $25 million, with an opening price of $3,397, a liquidation price of $3,049, and the current ETH price at $3,154, resulting in an unrealized loss of $1.9 million. "Buddy" has realized a profit of $770,000 in the past week, with a total account loss currently reported at $16.43 million.A certain whale with a large position has shorted BTC, XRP, and ZEC, with a total value exceeding $190 million. The current positions are as follows: a 40x short position in BTC valued at $148 million, opened at $96,065.2, with a liquidation price of $97,560.2; a 20x short position in XRP valued at $27.3 million, opened at $2.225, with a liquidation price of $2.5; and a 10x short position in ZEC valued at $20.6 million, opened at $652, with a liquidation price of $775.The whale address that "borrowed coins to short 66,000 ETH" recently purchased 444,895 ETH (worth $1.39 billion), suspected to be starting to sell. Eight hours ago, it withdrew 177,000 ETH (worth $561.3 million) from Aave and deposited 44,000 ETH (worth $140.2 million) to Binance. The whale's purchase cost was approximately $3,437, currently facing a loss of about $125 million.The "100% win rate whale counterparty" has just increased its 10x leveraged ETH short position to $20.11 million, with an average opening price of $3,186.98 and a liquidation price of $3,736.89. The largest long position on ZEC on Hyperliquid currently holds a $22.29 million ZEC long position with 5x leverage, with an unrealized profit of $8.28 million, an average opening price of $396.9, and a liquidation price of $358.44.
